Multiple sightings of a pair of bald eagles perched high in trees along the Beachville Road near the Quarry Lake have nature lovers all excited. Not only are eagles majestic birds, but their presence speaks to the vitality of the ecosystem in and around the Quarry Lake itself. Eagles are at the top of the food chain, which makes them an indicator of the health of other species, even if they contribute to the death of some species: fish, ducks & other birds. According to baldeagleinfo.com, Bald Eagles can consume about a pound of fish in a minute. Table manners are not their speciality. Actually, they are not picky eaters either: they will also eat carrion – road kill, even deer they find dead. Eagle watching & ice fishing are popular tourist activities in British Columbia, according to the Star on Jan 17. Caution should be exercised, especially after the recent thaw, for anyone thinking of ice fishing. Some would even argue that by doing so you are competing with the Bald Eagles for their food. Whatever the case, it will be exciting for residents of Oxford County to observe & photograph these top predators and perhaps to invite friends and family from other places to come see them too. It’s a landscape which escapes view somewhat from the roadside because of the mounded berms hiding the holes in the ground. Based on concerns over the negative financial impact of pits & quarries on local budgets, Zorra Township has moved a moratorium on new and expanded operation. The one-year, interim controlling bylaw also provides time for Oxford County to review and update its Official Plan. These moves by the township & county are wise. Some breathing room is necessary while the Oxford Health Board & Public Health Ontario complete their study of the health impact of air-borne dust and particulate matter. Similarly, the Ontario government changed its regulations in 2014 which means that local governments need to review that document and may need to alter their own rules. Finally, the Aggregate Resources Act, the provincial law governing the interim use of lands for pits and quarries (and yes, they are supposed to be only temporary, despite what most people would observe), their rehabilitation and the effect of the industry on the economy, is also under review. First I would like to say a huge "THANKS" to our Cub Scout leaders & the Cub Scout pack for organizing our All-section camp at Bryson Center in London. The theme was Knight's of Old, complete with games, crafts & a King's Feast. Everyone had such a fun time! The Cub Scouts are now busy working on their Tailgate party for Valentine's Day with their Dad/Grandpa's & they are also working towards earning their World Cubbing & First Aid Badges. The Beaver Scouts just finished learning all about being a knight in preparation for the camp. They are now busy working on getting ready for our annual Valentine's Day Party. The Beaver's are also excited to be going to Beaver Burr at the Thamesford Scout Hall on Feb 7 with other Beaver colonies within the Mindaamin area. The Scouts went to Camp Impessa with the 34th London Scouting troop at our all-sections camp. They are busy planning a sleepover with the 34th London at the Thamesford Scout Hall. They are also working on making camping bucket/stools & learning some new lashing techniques & knots. Meanwhile, the Thamesford Lions will be holding a scrap metal, vehicle battery and electronic waste collection. In the past, TrashapaloozAHA organizers have always looked for ways to divert those things too. Scrap has been collected & sold. Electronic waste has been donated for retrieval or recycling. What a great way for TrashapalooZaha to support the continual work of Lions to help the community! All scrap, vehicle batteries and old computers or televisions, will be given to them to help them fund their programs. Both organizations are interested in education around waste diversion. After all, what we do now becomes our legacy. Nobody wants us to be buried in trash, our resources wasted or our energy exhausted. The collaboration between the 2 events inspires us all in new efforts to clean up the environment, clean out the shed or garage & to clear the yard. CHARITY IN ACTION The phone calls are frequent. The mail comes often. Charities, filling in the gaps for services which governments no longer seem to support, beg for our donations in many ways. These same charities then send you mail with gifts of various kinds to thank you for your support of essential programs. If, like most people, you have a stack of address stickers, gift tags & greeting cards from these grateful groups, then there must be times you wonder what to do with them. This was not the issue for local residents opposed to Walker’s dump proposal. Rather, they took donated Christmas greeting cards and wrote messages to Glen Murray wishing him a happy holiday and us a dumpfree new year. The mail gets through! Apparently, the greeting cards full of our hopes for safe drinking water, clean air & a safe environment went directly to the Environment Minister’s office. Many a letter has come back from the Ministry, most of them the work of civil servants, who for all we know were the last to set eyes on people’s letters and comments. In the case of the cards, though, it was different. The Minister’s office received them, read them and noted who had sent them. The fact that the Minister received the cards proves that our efforts to get the Minister’s attention through letters, faxes, emails, cards, phone calls and other communications has been successful. CONFERENCE PLANS TO STOP THE DUMP Dynamic, well-known speakers are already committed to coming to Ingersoll on May 1 & 2 to help Oxford residents in our fight to stop the dump. In addition to Graham Flint of FORCE, a group which won an exciting decision to preserve their community, Temara Brown of CRAND will speak on her group’s efforts to make air breathable. Downriver community group, the London Council of Canadians will contribute a workshop led by renowned artist and activist Roberta Cory. You may have seen her giant water-snake a year ago leaving the Ingersoll Arena and heading for the Thames River. Just confirmed too is a speaker from the Ontario Soil Regulation Task Force, Ian McLaurin. His group, an umbrella group of community members, is working to ensure that the public is aware of the “real dirt on dirt” and that the provincial government will do something effective to restrain the unregulated dumping of contaminated soils on prime farmland, in parks and other public places. The conference will also feature local dump-fighters who will lay out alternatives to dumps. Sustainable practices and strategies for our community to preserve its wonderful places will be highlighted. The Oxford Coalition for Social Justice heads the planning group for this conference event which will kick off Spring with inspiring ideas, solidarity in our community & beyond, as well as practical strategies for us to achieve our long-term goal. Tony Kelly Tony Kelly & his wife Pat came from Ireland in 1960 & settled on McCarty Street, in Thamesford. Tony taught electrical studies & was a soccer coach at high schools in Ingersoll & Woodstock. From 1967, Tony was involved in local politics, beginning when Thamesford was a police village with its own governing trustees who dealt with North Oxford Township, to the south & East Nissouri Township, to the north. Ted Nancekivell & Harvey Beaty were the two other trustees. They saw the amalgamation of the Thamesford Water System & the integration into the Township of Zorra. Tony went on to become Thamesford’s councillor on Zorra Council & served until 2000 as a concerned & capable representative. Tony was involved with the construction of the swimming pool in 1973 & the arena construction in 1975. He is a faithful member of the Thamesford Lions Club & a long time columnist & photographer for the Dorchester Signpost & the Ingersoll Times. Sports has played a significant role in many peoples' lives over the years & the Ingersoll Museum is currently honouring that role with its newest exhibition entitled "You're A Good Sport". On display until Apr 18, this exhibit features numerous photographs & artifacts from the museum's collection as well as items representative of past inductees of the Ingersoll Sports Hall of Fame. Come see the track suit worn by Olympic diver Ken Armstrong during the 1976 Montreal Olympics and his Commonwealth Games silver medal, or the autographed baseballs from different provincial championship teams which hailed from Ingersoll. If you or someone you know is a member of the Ingersoll Curling Club, or are planning to attend the Provincial Tankard as a fan, this display will be of interest. Feature items of the exhibit are the exquisite Thomas Seldon Trophy which was first presented to the Curling Club in 1905, and the wooden carrying case for curling stones. There is even an antique wooden curling "stone"! Do the names Goose, Bummer and Lefty bring back memories? If they do, you will want to visit the display. If these monikers are unfamiliar to you, then you should drop in to find out who these people were. Ingersoll & area has a rich history when it comes to sports and it encompasses more than just the Ingersoll Reems, the Ingersoll Marlands and the South Oxford Rural League, or the Climate Control Juniors or all the many men's & women's baseball teams. "You're A Good Sport" also looks at horse racing, roller skating, lacrosse and even boxing and bowling. A visit to the museum may bring back memories & spark some thoughts of other people or teams which should be inducted into the Sports Hall of Fame. My neighbor's dog, Jake, a 10 year old British Black Lab dog wearing a collar & tags was hit by a vehicle on the evening of Dec 22/14 on Oxford Rd 96 in Harrington. Jake did not come home on the evening of Dec 22/14. On Dec 23/14, one of the owners came home from work in the early afternoon. Jake was not home. Usually, he is at home. The owner went to look for Jake in the neighborhood. Not far from their residence, Jake was found on Oxford Rd 96 in a ditch. Jake's stomach & lungs were filled with water from the ditch. Jake was very weak from the injuries & tried to take a sip of water. He was unable to swallow the water properly. Jake was hit on the evening of Dec 22nd and not found till the next day, Dec 23rd, in the early afternoon. My husband came home from work that day & spoke to the owner, Rick. We live directly across from the owners. I would like to find out what happened on Dec 22/14. Was the accident a hit & run? or did someone hit Jake and not realize he was hit? Jake was a very nice dog. Sociable & kind. He introduced himself, a few days after we moved in to our home in Harrington. Jake would come visit our dog Feynman on a regular basis. ZORRA TOWNSHIP ~ GRAVEL PITS The Council of the Township of Zorra passed an Interim Control Bylaw to place a moratorium on new or expanded gravel pits & stone quarries for a one-year period in the Township of Zorra located south of Rd 74. The by-law will prohibit the Township from processing any new zone change applications, new or expanded gravel pits, or stone quarries while a policy review is carried out on the current mineral extraction provisions in the Oxford County Official Plan. This section of the Official Plan considers policies & review criteria to be applied to proposals for new or expanded quarry and sand & gravel licenses. This includes ensuring compatibility with the natural environment, settlement areas & agriculture. Township Council has taken the step of passing an interim control by-law after experiencing frustration with the lack of coordination & management of aggregate extraction through the approval regulator, Ontario Ministry of Natural Resources & Forestry. A recent provincial review of the Aggregate Resources Act failed to address how the government would assess the cumulative effects of noise, dust, truck traffic & the overall social economic issues of impacts of concentrating multiple aggregate operations in a small geographic area like those found in aggregate rich regions of Zorra Township. The Township of Zorra is home to 48 licensed sand, gravel and quarry operations that cumulatively cover approximately 2,730.95 ha (6,748.08 ac) of land. Taken together, these 48 licensed operations are approved for a maximum annual extraction of over 25.4 million tonnes of material. For comparison, this area would cover over 27% of the area of the Town of Richmond Hill and over 10% of the City of Mississauga. The policy review study is expected to be completed within a one-year time frame as permitted in the Planning Act. The study time frame may be extended for an additional year if needed to complete a more thorough review. “The Township recognizes the significant role the aggregate industry has played in Zorra’s development. However, Council’s priority is to put into place a review process that takes into account the various impacts on citizens that live in close proximity to multiple aggregate operations. We realize that Zorra is an aggregate rich municipality; however, our citizens have placed their trust in us when it comes to protecting their health and well being, and we are obligated to act in their best interests.” - Margaret Lupton, Mayor of Zorra Township. “The Township has been lobbying the government since 2006 to put a process in place that takes into cumulative impacts: we had hoped the review of the Aggregate Resources Act would have done so. These past 4 months at Chalmers United Church in Kintore, have been very busy, very active & very different for many of us. Rev Doug Peck has been on a parental leave, which put on our plate, the task of filling not only the pulpit on Sundays, but the tasks to which we were accustomed to Doug looking after. Not to say, it hasn’t had some very busy moments, but we turned to our Rock, we prayed together, we planned together & we called on God to help us with all that we had to do. Here we are in February & looking back over the past months, we are different, we are stronger, we have overcome what some may have thought impossible, we have put our feet on the path that Jesus calls us to follow and we are ready for new adventures, new connections, new relationships & most importantly we have discovered that the words to the song is true “I am the church, You are the church, We are the church together; all who follow Jesus, all around the world; We are the church together”. Our lives at Chalmers are filled with so many blessings, and we have much to be thankful for. We will look ahead to Lent, Easter, and the many seasons of the United Church with the hope, peace, joy & love that we discovered in our Advent journey. It is located on the 1st floor within a store location that has been wondrously converted to a place to view & purchase creations from an unlimited variety of art, from artists in this area. What a wonderful idea to find art in a mall. But enough of looking at other folks art. Valentine’s Day is just ahead. Pullout some watercolour paper or a small pad of acid free card stock and create a Valentine for someone special in your heart or even someone in a nursing home that you know needs a visit. You could even make a couple or more! For ideas, well, you could draw with pencil and add red coloured pencil enhancements, or pull out your water colours and let the colours flow. What about some Zen Tangle style art with black pens on white paper with red accents!! Enjoy creating the art in your heart during these winter days. It’s about time we knew where we are in the MOE’s process for Walker’s application to put a dump into Carmeuse’s quarry near Beachville. While all indications in the Code of Practice were that the Minister’s decision would have been made quite a while ago, it appears that it will fall into the new Minister’s lap. Look out, Glen Murray. At time of press, no decision on Walker’s Terms of Reference has been made public. A decision, when it comes, will merely tell us what needs to be studied in an Environmental Assessment by government and independent scientists. It’s pretty easy to figure that out: air, land and water. So, it is a wonder that the decision to reject Walker’s proposal’s threat to all of these hasn’t happened yet. Scientists have been engaged for a long time now in examining the effects which a dump will have on our environment. Further, after much insistence from local councils and residents, Ministry of the Environment staff have added a requirement for a Health Impact study. That too should have been a consideration from the start. Allied groups opposed to the dump remain hopeful that the Minister will not be, in the words of the official policy, “satisfied” by the documents from Walker. That could and should lead to an outright rejection of their plan. If not, the Minister has the right to ask for a far more thorough examination of the impact on environmental and human health. Such a study would involve a major expenditure of time, money and energy by scientists, things that could be saved if the Minister chooses to believe his own staff, community group’s scientists and the tens of thousands of letters from people in Oxford and across the province.
