Saying Goodbye To One Of Our Own...
Comeau, Deborah A. Sunrise 5/25/54, Sunset 12/27/2014 age 60, of Robbinsdale,
MN. Beloved wife, mother, daughter, sister, cousin, friend and past co-worker.
Survived by her loving husband and
childhood sweetheart, Robert (Bob)
Simning; her incredible sons and their families, Brooks (Jennie) Simning, and
grandsons, Kellen and Kai, and Adam (Inga) Simning and granddaughters, Mira
and Raiya; her dear mom, Dorothy; her loving sister, brothers and their families:
Mary (Walter) Jacks, Jeff (Jane) Comeau and Tom (Connie) Comeau; many nieces,
nephews, their families, her in-laws, cousins; and her loyal dog, Lily. She was
preceded in death by her dad, Don and grandparents. While we grieve her death,
we will remember her generosity and compassion for others. She lived a life of
service working as a RN for over 36 years and as community volunteer for
decades. She cared for many but especially loved the elderly and those
impoverished of body and/or spirit. She loved to laugh, read, and was grateful for
her life. Deb considered the world her church and believed God or beauty could be
found, nearly everywhere and in most everyone. She believed it was our job to find
something about each person to love and nurture no matter how challenging this
could be. Safe journey Deb. A private ceremony was held on Saturday, Jan. 3,
2015, followed by memorial gathering at the Lakewood Cemetery Garden
Mausoleum.

CMS Provides Clarification on Posting Nursing Staff Hours
At the request of LeadingAge Minnesota and the Minnesota Department of Health (MDH), the Centers for Medicare & Medicaid Services (CMS) has clarified that facilities do not have to post the total number of hours under
F356. The regulation requires facilities to post daily the number of nursing staff, by classification and the hours
they worked on each shift. MDH has issued some citations when the facility did not aggregate the number of
hours.
The following example of a compliant posting for the day shift provided by CMS:
7 a.m. – 3:30 p.m. - 2 LPNs
11 a.m. – 3:30 p.m. - 1 LPN
7 a.m. – 3:30 p.m. - 5 CNAs
7 a.m. – 3:30 p.m. - 1 RN
Note that the resident, family member or surveyor can tell how many LPNs, CNAs, or RNs were working at any
time during the day shift. For example, at 10 a.m. there were two LPNs but at noon there were three.
Definitions of a shift: In its response to comments on the interim rule, CMS acknowledged that not all facilities
use the same definitions of a shift. Some employees work part-time, and some work across the normal shift
boundaries. In the example above, if the LPN had worked from 11 a.m. to 7:30 p.m., the posting should show that
time for the LPN.
How to record night shift: CMS also acknowledged that most facilities have day, evening and night shifts, with
the night shift typically starting at 11 p.m. The facility starts its posting for the day with the morning shift and ends
it with the night shift. CMS does not expect the facility to report one hour of the night shift on one day and seven
hours on the next.
Other criteria for posting hours: Providers should also be aware of other problems with the postings that MDH
has cited, which include:



Not posting daily (e.g., one posting being left up for several days);
Not posting in an easily accessible area;
Using FTEs (full-time equivalents), which do not indicate how many CNAs, for example, are working when
some of them only work part of a shift;
 Not including all shifts; and
 Not including all three classifications.
Available to LeadingAge Minnesota members is an Excel worksheet that contains a blank daily form that can be
used for posting. The template allows for easy addition or subtraction rows to accommodate more or fewer staff,
categories of personnel and shift times. Access to template is noted in the November 12th Advantage Newsletter.

District I Report
District I has plans to meet on March 12th at Joe DiMaggio’s on Erskine at
noon. Lunch will be provided by Jon Langlois with McKesson. We have
had significant turnover in our District of DONs and look forward to
meeting everyone. As always we welcome new and returning DONs in
our area to participate. We review staffing, policies, and survey
processes. We will miss the leadership of Diane Grove but she will be
pleased that we are following her example of teamwork/ camaraderie. I
would like to encourage members to register for the Spring Conference
and Annual Meeting. District I will be needing a member to replace Diane
as our representative.

It was great to see District 2 members at the Leading Age Conference. Our district has been working on developing a standard
agenda for our monthly meetings. Meetings are monthly on the
third Friday of every month. See you there and bring your AL directors to the meetings.
District III
District 3 is looking forward to including Assisted Living RNs in our group.
Please pass the word in your area. We are excited for the election of District 3
chair during the Annual Meeting coming April 16-17th in Alexandria. I will miss
the great friendships I have made over the last four years. MNDONA is a great
organization and I would not have dodged the survey bullets well without
them.

District IV Report
Our Meeting Schedule is the first Wednesday of every month at Old Chicago (4040 2nd St. S, St. Cloud).
This past quarter, we’ve met monthly and had some great discussions/ networking. We’ve had
presentations on staffing/recruitment techniques and Clozapine. We typically also meet quarterly with
the area hospital to discuss any concerns and how best to make the discharge and SNF admission process
smoother.
Staffing continues to be a monthly discussion, discussed some facilities are going to 12 hour shifts; others
are using other non-registered staff on the floor and that it seems staff are burning out.
The other big news discussed at our district is the addition of Assisted Living to MNDONA! This will be a
good change as we all are caring for seniors in a similar fashion.

Colleen Ludwikowski, District Director
As we continue to meet every other month I am reminded how lucky we are to have the MN-DONA
organization. Every meeting I am surrounded by individuals who have a wealth of knowledge. They
are willing to share information, policies, experience and support. Many times I have heard “I couldn’t do this job without the MNDONA group of colleagues and friends.” Over the past year district 5
has celebrated the retirement of a group of wonderful individuals. Each has been an important part
of the MNDONA group on a district and state level. The years of experiences and knowledge has
been a wonderful asset and an inspiration to many DONs. LaVonne, Ellen, Lenore, Julie, Judy, and
Diane. I want to thank you each for your calmness, leadership, and friendship. Enjoy your retirement. Relax, and take some time to take care of yourself.
