BACKGROUND The Canberra Darters are the peak netball team within the ACT playing in the Australian Netball League which are owned and operated by Netball ACT. The team is recruited from the local districts and state representative teams however it does provide for two import players recruited from other Australian States to bolster our competitive ability and provide an opportunity for our younger players to compete with experienced and high calibre athletes. The program links with Netball ACT’s athlete pathway programs including the ACTAS/Netball ACT Academy, Talent Development Programs and the local Districts. The following selection policy provides the eligibility criteria and selection requirements for athletes wishing to be selected to the Canberra Darters. This policy is consistent with the ACT Netball Association Incorporated Constitution however the process sits outside of By Law 08/06 – ACT Representative Team Selection Protocol as the Canberra Darters are not defined as a representative team under the Constitution. The Canberra Darters Selection Policy is effective from 1 May 2012 and will be updated annually to incorporate any changes in dates and required activities. 2. SELECTION PHILOSOPHY The Canberra Darters provide competition at the highest level of the Netball ACT athlete pathway and are of importance and relevance in developing successful athletes. Netball ACT is committed to selecting athletes whose current performances indicate that the athlete is capable of being competitive at the Australian Netball League Level. The Canberra Darters will be selected with the following overriding objectives: i. To provide a pathway for ACT athletes ii. To identify and prepare athletes for the transition into national elite programs iii. To train and compete with a high performance culture 3. ELIGIBILITY CRITERIA 3.1. Local athletes seeking selection to the Canberra Darters must meet the following criteria: i. Must be a member of Netball ACT or qualify under the Birth Right Policy of Netball Australia ii. Must meet Netball Australia’s eligibility criteria for the Australian Netball League iii. Must be in good standing with their District and Netball ACT including no monies owing and no disciplinary action currently being pursued against them iv. Must play in the Netball ACT State League preferably in Division 1 however athletes competing in Division 2 or 3 will be considered v. Must attend all activities identified in the Selection Requirements a) Where an athlete is unable to attend an activity identified in the Selection Requirements, they can seek an exemption if they meet the requirements outlined in the Exemption Process vi. Must be of a health and fitness standard consistent of a high performance athlete 3.2. Import athletes will only be considered when an identified weakness in a particular court area is deemed by the selectors. Imports seeking selection to the Canberra Darters must meet the following criteria: i. Must be a member of a Member Organisation recognised by Netball Australia ii. Must meet Netball Australia’s eligibility criteria for the Australian Netball League iii. Must be endorsed by Netball Australia with preference being provided to national identified athletes iv. Must be prepared to be subject to the same team fees as all other team members v. Must attend the selection camp as identified in the Selection Requirements vi. Must be of a health and fitness standard consistent of a high performance athlete 4. SELECTION PANEL The Selection Panel will be responsible for selecting the best possible team to represent the Canberra Darters while maintaining the integrity of this selection policy. The Selection Panel will consist of three members who will be appointed by the Board of Netball ACT. All members of the Selection Panel must declare any real or perceived conflicts of interest to the General Manager of Netball ACT; it is the responsibility of the General Manager to determine if a conflict of interest could affect the outcome of the selection process and if so, replace the member of the Selection Panel. In the event that one or more of these individuals is unavailable to fulfil the role of selector for any reason, the General Manager will appoint a suitably qualified replacement. The Selection Panel will have the scope to encourage athletes to nominate for the Canberra Darters if not already done so. At the discretion of the Selectors, athletes may be added to the training squad after the closing date of nominations but before the final selection. In encouraging nominations or adding athletes to the training squad, it must be clear that this does not constitute pre-selection and the athlete will be required to fulfil the selection requirements identified in this policy and the performance standards assessed by the Selection Panel. 5. SQUAD/TEAM FORMATION At the completion of the selection process, the Selection Panel will submit their recommendation to the General Manager for ratification by the Board of Netball ACT. The Selection Panel will recommend fifteen (15) athletes to form the Canberra Darters Squad with a game day twelve (12) to be selected by the coach on a week by week basis. In making their recommendations, the Selection Panel will ensure all court areas are adequately covered and may select an athlete in a position that the athlete has not nominated for. At the discretion of the Selection Panel, up to five (5) athletes may be selected as training partners. Training partners will attend training sessions and team activities at the discretion of the coach and team management however they are not considered part of the Canberra Darters Squad and may not be considered for selection into the game day team. A training partner may be upgraded to a Canberra Darters Squad member under exceptional circumstances and only after ratification by the Board of Netball ACT. Athletes will be notified of their selection/non-selection via the Netball ACT website with the final squad to be posted at a specified date and time as identified in the Appendix 1 – Selection Requirements. Non-selected athletes will be provided feedback upon request. 6. EXEMPTION PROCESS Athletes unable to compete at events, training camps or other attendances required as specified in the selection requirements must submit an Application for Exemption (Appendix 4) as soon as practical after the extenuating circumstances arise. Extenuating circumstances means an inability to compete, attend training camps or perform at an optimum level arising from: i. Injury or illness ii. Employment or education commitments iii. Bereavement or personal misfortune, and/or i. Any other factors reasonably considered by Netball ACT to constitute extenuating circumstances. A decision in each case of extenuating circumstances will be made by the General Manager in consultation with the Head Coach and Program Manager on an individual basis. An athlete who has had an Application for Exemption approved for final selection will be considered by the Selection Panel based on their previous performances up to the point where the exemption takes effect. A final determination of an exempted athlete’s selection will be at the discretion of the Selection Panel and only after that athlete completes the next activity in the selection requirements or team training session. 7. APPEALS PROCESS A nominating athlete that has not been selected to the Canberra Darters Squad has the right to appeal the decision in accordance with the By Law 05/06 – Appeals. The key points of the appeals process are as follows: i. ii. iii. iv. Appeals must be lodge with Netball ACT within 14 days of the decision being notified to the athlete A fee of $100 must be paid at the time of lodging the notice of the appeal a) The fee will be refunded if the appeal is upheld b) The fee will be forfeited in the appeal is dismissed Neither party shall be entitled to legal representation at the hearing of the appeals panel If the appeal is upheld, Netball ACT has 14 days from the time the recommendation is forwarded to the President to consider appropriate action 8. POWER TO AMEND This policy can be amended at any time by the Board of Netball ACT if the Board is of the opinion that such an amendment is necessary as a result of any change in the Netball Australia guidelines, to give effect to the policy following discovery of a drafting error or oversight or for any other reason determined to be in the best interests of Netball ACT. Netball ACT shall not be responsible or liable in any way to anyone as a result of any such amendment. APPENDIX 1 – 2015 SELECTION REQUIREMENTS Athletes seeking selection to the Canberra Darters are required to: i. Complete a Canberra Darters Nomination form (Appendix 3) ii. Compete in the Netball ACT State League a) Imports seeking selection must compete in their Member Organisations State League or be involved in a National Training Program iii. Attend all identified selection camps a) Imports seeking selection must attend an identified selection camp at their own expense iv. Be available for all training sessions and camps as determined by the Canberra Darters Coach a) Imports selected in the team must be available for all camps v. Be available for all home and away games conducted as part of the Australian Netball League including finals vi. Be available for public appearances, school clinics and holiday programs as agreed between the Canberra Darters Management and the individual athletes vii. Meet the athlete financial contribution of $550.00 per athlete Athletes who are unable to meet any aspect of the selection requirements must notify Netball ACT when nominating or as soon as practically possible through the exemption process. The Team will be announced on the Netball ACT Website. Selected Athletes will be required to complete a participation agreement while non-selected athletes will be provided a feedback if requested. IMPORTANT INFORMATION All nominating athletes must fulfil the selection requirements identified in the Selection Requirements section of the Canberra Darters Selection policy. Exemptions may be granted under exceptional circumstances and will only be considered if applied for in writing using the Application for Exemption Form. The dates for selection are identified in the Key Dates section of the Canberra Darters Selection Policy. The Australia Netball League will commence on 19 June 2015 and concludes with the finals on 26 July 2015. Games will be held at various locations around Australia therefore athletes must be willing and able to travel interstate as the draw requires. Parents, relatives and friends are encouraged to attend as many games as possible however please note it is against Netball ACT policy to use the same accommodation as the team. An athlete financial contribution of $550 will be charged for participation in the 2015 Canberra Darters.
