Along with ACVO there were fabulous stalls, exhibitions and information from the University of Aberdeen Environment Office, Policy Planning and Governance at the University, Aberdeen University Students Association Volunteering, Aberdeen Carbon School/Sustainable Futures, New Caledonian Woodlands, SCARF, energy efficiency, sustainable transport, waste awareness, local and co-operative produce, fair-trade and even a chance to try eco-driving. ACVO were very pleased and impressed by the interest and enthusiastic response we received from University students and staff. RCGP Scotland have both a Patient Participation Group (P3), and also a Patient Participation Virtual Network. The aim for both the P3 Patient Participation Group and the P3 Patient Participation Virtual Network is to be active groups promoting partnership between patients and general practitioners in primary health care and highlighting patient concerns and needs. The P3 group has recently developed resources for GPs to support and identify Carers and to encourage patients to use the Minor Ailments Service at their local pharmacy. We are really keen to hear from people who would like to become members of the P3 Virtual Network. No attendance at meetings is involved as all consultation takes place via an email group. We would like to invite anyone interested in joining to contact us on [email protected] by the 30th of April ACVO NEWS | NEWS | FUNDING | LOCAL EVENTS | NATIONAL EVENTS | VACANCIES | VOLUNTEERING Page 3 NEWS Targeted Regulation – OSCR Speaks The Office of the Scottish Charity Regulator (OSCR) has produced a post consultation report on annual reporting, publishing accounts, the creation of a trustee database and serious incident reporting. This follows on from the consultation OSCR held in late 2014. The report is short on detailed proposals but indicates the general direction of travel for OSCR in its reform of targeted charity regulation. What OSCR says; We will change the Annual Return so that it asks questions that better add to our knowledge about how charities are operating. .. We will develop clear and timely guidance on the changes and work with Third Sector Interfaces (TSIs) and other support organisations to help ensure that there is sufficient support in the initial implementation phase. We will work towards getting all charities to use our online services, making sure that the support needs of charity users are considered as a core part of our programme. We will move ahead with the project to publish charity annual reports and accounts, initially by encouraging more charities to get their reports and accounts online and actively sharing links to these on the Register. We will be issuing guidance for smaller charities on good practice in preparing and publishing Trustee Annual Reports, particularly aimed at small charities. Work will be done on the development of an internal trustee database. This will include clarifying the information that we will be requesting. We do not intend to publish trustee details on the Register as part of this initiative. We will develop a new approach to charity review that will be more holistic in nature. We will continue to move away from the routine annual check on all charity reports and accounts to develop a more integrated system using information from a variety of sources. … We will be initiating a regime similar to the serious incident reporting process we consulted on. However, there will be further work done on clarifying the actual incidents we are interested in…. We will increase our resources and visibility in terms of tackling charities that are in default by persistently not submitting their annual returns and annual reports and accounts. Digital service development and delivery will be an essential strand of all future work. We will be looking to make more and more services available online over time. Charities will begin to see changes during 2015-2016, with more substantial changes being implemented at the start of financial year 2016‑2017…. The children’s charity benefits from the annual fundraiser, with money going to support vulnerable children and their families in the North East and beyond. Last year the amazing sum of £135,000 was raised, taking the cumulative total to a whopping £1.7million over the past 27 years. City Centre Masterplan Consultation Aberdeen City Council are looking for the views of as many people as possible on the draft city centre Masterplan as it nears the final stage. The Masterplan is a key document that will influence the shape of the city centre for years to come. Young STAND is an innovative awards scheme aimed at rewarding projects in Scotland that help prevent children and young people from misusing alcohol and other drugs. We believe that these projects deserve recognition for their hard work and support to continue making a difference to young people’s lives across the country. Awards will be made in two categories: projects in schools and projects in the community. We are looking for projects that have young people at the heart of their development and/or delivery, through contributing ideas, developing materials or delivering the project to peers. Search is on for 2015 Epic Award Winners UK and Ireland’s largest amateur cultural award is approaching it’s closing date. Run by Voluntary Arts, the Epic Awards recognise and reward excellence and innovation in the amateur cultural sector. The 2015 Epic Awards are now open for entries and groups have until 30th March to nominate themselves. Last year’s Epic Award winners included a drumming group who came together for the London 2012 Olympic Opening Ceremony, an arts festival in a remote Scottish village, an Irish poetry group that held sessions in their local park, and a Welsh knitting project that brought their entire community together, from farmers to ferrymen. Across the UK and Republic of Ireland over 60,000 voluntary arts groups provide regular opportunities for cultural engagement in their local areas - the Epic Awards shine a spotlight on their achievements. Tax codes can be confusing at the best of times, and especially if you are in receipt of income from more than one source. It is important to check your codes, making sure they are correct, because they are the mechanism by which HMRC instruct employers and pension providers to collect the tax you owe under PAYE (Pay As You Earn). You should receive one coding notice for each and every source of taxable income. Coding notices show how the codes are constructed and have explanatory notes on the back. It is the responsibility of you, the taxpayer, to check that they are right and to contact HMRC directly if you think they might be wrong. For those with multiple sources of income it is important to make sure all the codes work together. The coding notice you receive from HMRC is a copy of the instruction sent to the employer or pension provider. Codes are made up of numbers and letters. The numbers represent the amount of tax free allowance you have to set off against your income (before your tax is calculated) and the letters are the system that HMRC use to communicate with the employer or pension provider. The letters follow the numbers and are generally based on your age; • • • • L – born after 5th April 1938 Y – born before 6th April 1938 T – any age but affairs more complicated and code should be reviewed annually The P code has now been removed by HMRC. This is all fine provided you have tax free allowance left, but what happens if you don’t? Some people receive income that is not taxed at source, such as the state pension or savings interest. If their untaxed income is higher than their personal allowance (PA) they will not have any tax free allowance, but tax will still be due on the income not covered by their PA. In these circumstances a ‘K’ code is needed. The ‘K’ represents a minus figure, precedes the number and instructs the income provider to increase the income by that amount before calculating the tax. It is possible for someone in Self-Assessment (SA) to pay the tax they owe via their tax code. To achieve this, their tax return must be with HMRC by 30th Dec after the end of the tax year in question, indicating that the tax due should be coded via PAYE. If this date is missed then the amount will not be coded out. For example, a 2013/14 tax return filed before 30/12/14 should be coded in the 2015/16 tax year, whereas if the return was filed in January 2015, it will not be coded and tax due must have be paid by 31 Jan 2015 to avoid incurring interest charges. Unfortunately, the system doesn’t always work, resulting in underpayments and overpayments of tax. These are usually picked up during the annual reconciliation process when HMRC issues what are known as P800 calculations to those affected. Before paying what you owe, or spending a refund, it is worth checking the calculation carefully against your end of year P60’s, P45’s and savings annual statement. A taxpayer has the right to ask HMRC to explore the reason why an underpayment has occurred and can ask HMRC to consider a concession called ESC A19 where HMRC may have made an error, or to investigate possible employer error. The criteria can be quite restrictive, so it may be worthwhile seeking guidance on how to proceed. The Cost of the Cuts: The Impact on Local Government and Poorer Communities The Joseph Rowntree Foundation (JRF) report looks at the impact of cuts to local governments in Scotland and England, the measures four councils have used to mitigate the resulting austerity, and the impact of cuts on the poorest people and places. This report is a summary of the key findings and policy implications of a major research project, conducted over three years, on the cuts to local government budgets in England and Scotland. The study was designed to understand the nature and implications of cuts implemented by central government since 2010. It also considered how four case study councils have attempted to manage the resulting austerity with specific strategies and savings measures. Spirit of 2012 Launches Challenge Fund The Spirit of 2012 has launched the Spirit of Achievement Arts and Culture Challenge Fund to increase the participation of disabled people in the arts and cultural activities across the UK. Grants of between £100,000 and £250,000 are available to charities, voluntary and community organisations, Social Enterprises, and Community Interest Companies in the UK to create opportunities to enable disabled people to participate in arts and cultural activities, individually and with their families. Arts and cultural activities is meant in the broadest sense and can include visual art, craft, writing and literature, music, dance and performance arts. The programme will distribute around £1 million of Scottish Government funding in 2015. The deadline for applications is Noon, Friday 8th May 2015. Interested? You can apply for grant either to develop short break services or for funding to establish your own small grant scheme for carers so that carers can then pay for the short break that’s right for them. People’s Health Trust has just launched Active Communities in the north of Scotland – a funding programme for local people wanting to create fairer places to grow, live, work and age. Using money raised by HealthKind through The Health Lottery, People’s Health Trust is looking to invest in projects that support people living in the most disadvantaged neighbourhoods of Aberdeenshire, Higland, Moray, Nah-Eileanan Siar (Western Isles) Shetland and Orkney Islands. Active Communities is a funding programme for not-for-profit groups with an income of less than £350,000 a year, or an average of £350,000 over two years, seeking investment of between £5,000 and £50,000 for projects lasting up to two years. Projects could be almost anything that encourages strong connections between people, and that help people to make their communities or neighbourhoods even better places to grow, live, work and age. We’re looking for small and local projects, genuinely designed and run by local people. By small, we mean just a small group of people on an estate, in a few streets or villages. We’re also looking for great ideas from communities of interest. By this we mean a group of people who have something in common and wish to come together to address something that is important to them. These ideas could be based in one neighbourhood, or cover a wider area. The closing date for applications is 1.00pm on Wednesday 15 April 2015. Grants are available for “not for profit” organisations and registered charities. NHS Grampian’s 2020 Vision looks forward to how healthcare will be delivered at the end of this decade and beyond. The aim is to provide integrated and personcentred care which enables people to remain in their own communities and for hospital admissions to be minimised. New technologies can help with this aim, and projects which include the innovative use of technology are particularly welcome. Carers play an important role in caring for our residents, particularly older people, and projects may include elements which support carers in their role. Match funding is not essential, but details should be entered on the application form if there is more than one funder of the project. The Government has created this fund to help overcome some of the barriers reported in the recent Jay and Casey inquiries into the child sexual abuse in Rotherham, which found that there is a reluctance to discuss the subject and challenge abusive behaviour. The new funding is one of a number of measures being announced by the Government as part of a national action plan to prevent further child sexual exploitation, better support victims, and hold those responsible to account. Voluntary and community groups, including faith groups, who work with women can apply for grants of between £2,000 and £20,000 to support local community engagement projects for the financial year 2015 to 2016. It is anticipated that between 10 and 20 grants will be awarded. Groups must demonstrate they can work with women who find it difficult to get their voices heard. AIMS? Scotland’s Mental Health First Aid has been developed as part of a national approach to improving awareness of mental health problems in Scotland. The 2-day course will teach you to: • Give initial help to someone experiencing a mental health problem • Deal with a crisis situation or the first signs of someone developing mental ill health • Guide people towards appropriate self and professional help A recent evaluation found that course participants improved their confidence and ability to help others, improved their knowledge and reduced negative attitudes they may have had about mental health problems.
