BLAND SHIRE COUNCIL POSITION DESCRIPTION Position Title: Building & Environmental Health Surveyor Classification: Grade 13-17 in Council’s Salary System. Dependent on qualifications and experience Basis of Employment: Full Time, 35 hour week or in accordance with Council policy. Award: Local Government (State) Award Section: Corporate, Community and Development Services Location: Council Offices, West Wyalong Reports to: Manager Development Services Tech 1 Ref: 3302 Primary Objective: To effectively assist in the provision of health, environment, building and development services to meet Council’s statutory and community needs. Duties shall include, but not be limited to: Provide efficient and quality assistance to Council’s internal and external customers Prepare high quality written reports and undertake research projects as required Gather evidence and relevant information for recommendations on legal proceedings and represent Council in court when required Supervise the Development Service Officers Participate in the recruitment, induction and training of employees Conduct annual Performance Reviews and Competency Assessments for employees Develop and review policies and procedures as required Assist in management plan and budget development Comply with Corporate record keeping requirements Ensure that all foreseeable hazards have been identified, risk assessments are undertaken and appropriate and effective control measures are implemented Maintain awareness and follow all Risk Management & WHS policies and procedures Comply with EEO policies and procedures Health Undertake regulatory activities of Council including the investigation of environmental health and building matters and the effective resolution of unsatisfactory conditions, or conflict between individuals Conduct inspections of food premises including and assist NSW Food Authority as required Promote community awareness of public health through advice, media releases, brochures, lectures and public education workshops Building Assess applications and undertake inspections in accordance with relevant legislation and Council policies Undertake regulatory activities of Council including the investigation of building matters and the effective resolution of unsatisfactory conditions, or conflict between individuals Promote community awareness of building education through advice, media releases, brochures, lectures and public education workshops Key Performance Indicators: High level of customer satisfaction All tasks, inspection programs and projects completed to the standard requested and within nominated time frames Development Applications approved within statutory time frames Effective and efficient supervision of employees, including responsibility and accountability for the health and safety of employees, contractors, visitors and volunteers Performance Reviews and Competency Assessments for employees undertaken on time All liaison carried out in a professional manner being a positive ambassador for Bland Shire Council Promote and support the shared values of Council Follow Council’s policies and procedures Delegated Authorities: Authorise expenditure as per delegations officer Authorise time sheets and leave for staff o o o o o o o Key Physical Requirements Sitting (workstation/car) – Constant Fine finger manipulations (keystrokes and writing) - Frequent Squatting/kneeling/stooping – Occasional Bilateral gross hand manipulations – Occasional Standing/walking – Occasional Lifting/carrying 10kg to 15kg – Occasional Climbing (ladders and stairs) - Occasional (Key = Occasional 1-33%, Frequent 34-66%, Constant 67-100%) Selection Criteria Please address the following: Weighting 100% Mandatory SC1 Tertiary qualifications in Building Surveying and/or Environmental Health or equivalent qualification, together with demonstrated experience in the application of planning and building legislation. A2 accreditation with the Building Professionals Board SC2 Previous Local Government experience in Building and/or Environmental Health fields. 35% SC3 Thorough knowledge of BCA, Local Government Act, Public Health Act, Environmental Planning and Assessment Act, ANZFA Food Standards, P.O.E.O Act and related legislation.
