Open one of the PNG transparent overlay images at Photoshop like seen below
As you can see, the pattern is 100% black color and has no white background.

Simply create another layer by clicking at Layer icon
and drag this layer under overlay layer seen here...>

Fill that new opened layer with a solid color. (Click ALT + BACKSPACE) shortcut to ﬁll background with the
color on your Foreground color box.

Click on the overlay layer to select it. Then click on FX effect icon to ﬁnd
COLOR OVERLAY section. This will open a new window so you can color the overlay pattern.

You can also try different color and opacity options to make variations of it
Overlays are easy to color and layer over any other texture or solid background and create beautiful
backgrounds for your projects or scrapbooking.
You can use this method with Photoshop ELEMENTS and other image editing programs that supports
LAYERING , then you can color the black overlay with any coloring tool available through that program.
Microsoft Word, Microsoft Publisher, PowerPoint type of programs may not support layering or coloring.
