Gowns were glittering and Fraserwood Hall was
decked out in its finest bling for the 5th annual Kiwanis
Kabaret on May 30, with approximately 300 people in
attendance.
The gala fundraising event is put on by each spring by
the Gimli and District Kiwanis Club to raise money
for community projects, award several donations and
prizes, and celebrate the hard-working members who
make Kiwanas one of the major funders of children’s
programs in our community. Gov. Elect Sam Sehkon and
his wife Lt. Governor Terry Sehkon of Gimli were pivotal
in making the Kabaret become a reality, stating, “We
sold out of tickets within two weeks!” See FULL STORY

the value of natural playgrounds, and
their proven benefits to children’s
mental health and learning. “Thank
you Kiwanis. Not only will this playground benefit our school and our
children, it will enhance the entire
community,” Cuthbert noted.
The slogan of Kiwanis International is
‘Serving the Children of the World’.
One only has to glimpse at the organization’s many projects, locally and
globally, to understand the gravity of
their mission to help kids.
Special guest John Collins, Kiwanis
Governor for Western Canada, originally started in Kiwanis in 1978, saying it all started with a wish to do
something different for the community. “Thirty-eight years later, I’m still
doing it! The main focus of Kiwanis is
children,” said Collins, who traveled
from Thunder Bay Ontario with his
wife to attend the gala. “Yesterday
we made a quick side-trip to Brandon for the Kiwanis-sponsored Soapbox Derby, a fun event with 140 kids
and cars competing! It’s events like
that, that keep Kiwanis thriving.”
Collins went on to say “The highlight of Kabaret night is meeting the
Kiwanians themselves. These are the
people who actually do all the work
in the community... Kiwanis is all
about camaraderie and helping. And
after so many years, Kiwanis really
feels like a big family.”
This year’s Master of Ceremonies
was Rod Hill, famous former Blue
Bombers defenseman who now donates his time to visiting schools,
connecting with kids, and discussing his highlights and challenges as a
pro football player. Hill’s commen-

his many life lessons on and off the

In attendance at the Kabaret were
MP James Bezan, MLA Ralph Eichler

who helped draw for a number of

It is important to note that there has
been a change made in the starting

Mayor wants respectful dog-ban debate this evening
By Jim Mosher
full airing at council’s regular meeting this evening. One delegate —
dog owner Jason Beck, champion of
the drive to put the kibosh on the dog
ban — is registered to speak as a delegation at 7:45 p.m.
Randy Woroniuk’s ship is coming in.
What remains to be seen is whether
the ship is the Titanic or the QE II.
The straight-talking Woroniuk, Gimli’s first-term mayor, elected by a slim
margin last fall, is averse to bending
to the will of vocal critics. And he has
no plan to back down now, even as a
robust social media campaign takes
issue with a council decision to enforce a ban on dogs on the boardwalk
and grassed areas at Gimli Beach.
Beck has encouraged his followers
to meet outside the Second Ave. municipal building at 6 p.m. Placards
are welcome outside, but not inside
chambers, he noted in a Facebook
post.
The mayor concedes that a council
decision about the Gimli Beach dog
ban is up in the air. “Each councillor
is free to vote as they see fit,” he said.
However, he noted that rescinding
the two dog-related bylaws “does a
whole lot of stuff.”
The social media campaign, mostly
on Facebook, has garnered closing
in on 2,000 adherents. Comments
cover the range from outrage to confusion.
The top-of-mind question among
many is: ‘Where did this boardwalk
dog ban come from?’
The mayor has a ready answer. He
says the decision was made two years
ago when the then-council amended
its bylaw focused on the popular,
Lake Winnipeg swimming beach. It’s
unclear precisely what the amendment entailed, but there are no direct
references to dogs not being allowed
on the boardwalk and grassed areas
of Gimli Beach.
Joann King, Gimli’s chief administrative officer, said the boardwalk ban
was enforced last year. The ban only
seems to have come to light this year
after Woroniuk highlighted it in a
Winnipeg Free Press story May 20.
The story focused on Gimli’s looming
designation as a Blue Flag beach.
Critics of the dog ban note that neither the animal control bylaw nor the
public beach regulations bylaw define what constitutes or demarcates
‘the beach’.
That’s a problem, Woroniuk readily
acknowledges. “There is some confusion there,” he said in an interview
Monday evening. “We’re working on
getting that cleared up.”
In the absence of that clarification,
opponents of the ban contend, enforcing a ban without precisely defining the beach is untenable, perhaps
without legal weight.
King says the intent of the amended

Evergreen trustees re-instate Gideon bibles
By Roger Newman
The Gideon bibles are back after a
short stay in the wilderness.
Evergreen School Board trustees voted
7-1 last Wednesday night to allow the
distribution of Gideon bibles to grade
five students in the division’s schools in
Gimli, Arborg, Riverton and Winnipeg
Beach.
The motion, proposed by trustee Sandra
Davies and seconded by trustee Cheryl
Zelenitsky, reversed last month’s 4-3
vote to end the decades-long practice
of permitting the Gideons to distribute
bibles in the schools.
The vote came late in the board’s regular meeting after trustees heard a presentation from a four-person delegation from the Interlake Gideon Chapter
led by Dora and Menno Friesen. The
Friesens cited the Gideon case for reinstating the bibles which are given out
in school libraries or offices with the
consent and approval of the students’
parents.
“Without the bibles, a lot of parents
may consider private schools or home
schooling,” said Dora Friesen who is
president of the Interlake Gideons.
She also voiced the opinion that bibles
help to reduce bullying. “The golden
rule is to do unto others as you would
have them do unto you,” she said. “If
students lived by that, there would be
no bullying which is a big topic in today’s schools.”
Menno Friesen told trustees the bibles
have been a help to troubled and suicidal students in the Interlake and
northern communities. “They give
meaning to life,” he said. “We distribute a small-sized edition of the new
testament which students can keep in
their backpacks and consult when they
need help. We’ve noticed a big change
in communities where bibles are available.”
The Gideon case was also bolstered
by three letters of support from Brad
Harding, principal of Arborg Early
Middle School, and groups of parents
in Arborg and Riverton.
When it came to voting on the motion,
it was the turn of Trustee Jim Mosher
to be the voice in the wilderness. After initiating the bible ban motion two
meetings ago, Mosher was the only
trustee who wanted to uphold it..
“We are a secular institution,” he
said just before the latest count was
taken. “There are many downsides to
bringing religion into schools and we
should not be identified with particular
religious beliefs.”
Mosher was also miffed at Arborg
principal Harding for challenging the
first decision of his employers. “It was
totally inappropriate for an employee
to do this, “ Mosher said.
Trustees voting in favour of reinstating the bibles were Davies, Zelenitsky,
board chair Ruth Ann Furgala, Penny

Helgason, Gladys Kohler, Dianna Auer
and Robert Arnason. The vote switched
from 4-3 to 7-1 in four weeks because
Davies and Auer were absent when
the first vote was taken and Kohler and
Arnason changed their votes this time.
Mosher’s other supporter -Trustee Brent
Johnson - was present at last Wednesday’s meeting but left early and missed
the vote.
Auer thought the bibles were “a great
way for us to connect with that part of
the community”. In similar vein, Zelenitsky said: “Distributing bibles in a
public school building is not a big deal
for me.”
Furgala said Mosher’s motion reported
in a newspaper article had been “ex-
tremely hurtful” to residents in the
north end of the division. She also said
Evergreen is now open to considering
requests from other religious groups
who want to distribute literature in division schools.

Health authority boss puts best face on bad situation
By Jim Mosher
Medical services in Interlake-Eastern are
in critical condition. Health care in the region is mired in a cycle of ongoing shortages and losses, from too few doctors and
nurse practitioners to the hemorrhaging of
paramedics to Winnipeg.
It’s about money, lifestyle and, in the case
of doctors, a need for the professional
mentoring available in big-city clinics
and large medical practices.
That’s part of the take-away after a frank
presentation to Gimli council by Interlake-Eastern Regional Health Authority
(IERHA) chief executive officer Ron Van
Denakker May 27.
Emergency rooms closed because doctors decline to staff them. Nurse-managed
care too often the only resort. Ill people
sent to other hospitals on their own steam
or by ambulance. A shortage of nurse
practitioners. A desperate shortage of
doctors.
The challenges in the region are many,
Van Denakker said during what was to
have been something of a meet-andgreet. It was much more.
Van wasn’t pulling any punches, occasionally letting his guard down as he
limned the challenges he and the health
authority he leads face. It ain’t pretty.
IEHRA was formed of the merger of the
former Eastman and Interlake health authorities. There are more than 124,000
people in the 61,000-sq.-km region
served by IERHA. The health authority
employs 3,100 people. There are 10 hospitals, 16 primary care sites, a Quick Care
clinic in Selkirk, six dialysis sites and 19
EMS stations in the sprawling region.
The region suffers from a chronic shortage
of acute care beds because, says Van Denakker, more than half the beds are taken
up by people who have been paneled to
be placed in nursing care homes. But,
once again, there are too few spots open
in personal care homes.
As pressing is the perennial shortage of
physicians.
He said across the region, “We’re 17 doctors down from what we need to meet
what we consider to be our minimum
number. If 25 doctors were to show up,
we would hire them all.”
Problem is, most doctors want a fee-forservice deal, such agreements are far
more lucrative in larger centres. “They
don’t want to be on contract because
they’d probably do better on fee-for-service,” Van Denakker said.
Deputy mayor Peter Peiluck, who chaired
the meeting in the absence of Mayor Randy Woroniuk, pressed Van Denakker.
“So you said you have enough money
to hire 25 doctors,” Peiluck said. “We’ve
been complaining about this for years but
they’re still not coming. So let’s face it:
we’re lucky we have what we have. Why
don’t you offer them more money? There’s
a supply-and-demand in every business.
Why not have 15 doctors at a higher rate
of pay? If we get one [from those hired
across the region], we’re happy.”
Van Denakker noted that doctors are
independent practitioners. “They don’t
work for us,” he said. “Even though we
have a contract with them, that contract
means privileges within our facilities and
we can guarantee them that money — it’s
called ‘medical remuneration’. Medical
remuneration is money in our global budget that, if we don’t use it, it gets clawed
back.”
In the end, said Van Denakker, “They
[doctors] don’t want medicine to be their
life. They want medicine to be their career. They want to be part of larger-practice groups.”

There are stop-gaps to address doctor
shortages, including an incentive program for international medical graduates
(IMGs). “We hope they (IMGs) plant their
roots in the community but history tells us
that doesn’t happen,” said Van Denakker.
“Let’s have a conversation about doctors,”
the health authority boss said near the
close of his presentation. “Let’s take it offline into a meeting with a group of folks,
including Dr. Myron Thiessen, our chief
medical officer.”
“I think council would welcome that
meeting,” Peiluck said. “We want to work
with you to find a solution.”

mayor says.
Concerns about the quality and
scope of the work on the 48-year-old

of council May 27. Coun. Richard
Petrowski was unhappy with the job.
His colleagues agreed to defer payment of a bill to Palcoprep Inc., the
Alberta-based company that undertook the statue restoration.

“It has to be done because the stones
are loose,” Woroniuk said of the
fieldstone base. “That fieldstone is
just a façade. It really adds no structural integrity to the statue itself — or
very little.”
