Students get early introduction to arts and culture

“They used polkas, jigs and drums
to illustrate the ties between music
and cultures,” Lachuta said of the
couple who are known for their
Celtic music. “And the students
had to create their own instruments
from different materials. They also
had to make their own toys such as
rag dolls - they couldn’t just go to
the store.”
That became apparent last Wednesday when Evergreen School Board
trustees were briefed on the
Artssmarts program involving 40
students in the school’s two grade
1-2 classes.

Lachuta came to the board’s regular meeting to describe the Manitoba Arts Council program which
establishes connections between
students and artists and performers
in the community.

St Andrews council held their 2015 financial plan presentation and public hearing On May 12.
Several St Andrews residents attended this year’s budget hearing, including former St Andrews mayor Don
Forfar, who aimed a number of pointed questions at the
current council. Conspicuously missing from the May
12 meeting was CAO Sue Sutherland, who is currently
away on a paid leave of absence for personal reasons.
Finance chairman Counc. Russ Paradoski gave a detailed budget summary as well as highlights for the
upcoming year. Taxes will remain stable, according to
Paradoski, with St Andrews residents not seeing any
substantial tax increases for the 2015 year.
The 2015 mill rate hovers at 11.164%, which is a bare
decrease of .001% from the 2014 rate. The 2015 municipal assessment is $680,763,840, which shows a
minimal 0.7% increase over the 2014 assessment.
Overall school tax levies have increased by 4.47%.
Reserves for 2015 shows an amount of over $4,300,000,
(after a transfer of approximately half a million dollars,
from reserves fund into Operations).
“The R.M. of St. Andrews currently has NO debt,” Paradoski noted in his report.
Scheduled Improvements for 2015
Prominent on the St Andrews to-do list is repair and
maintenance of the Petersfield lagoon, which has been
allowed to degrade to a deteriorated and un-operational state. The municipality plans to introduce a chemical
additive to the lagoon that will reduce the sludge, as
well as discharge of the lagoon cells later this month.
The municipality hopes that both of these actions will
bring the lagoon back into operation, but will also be
conducting preliminary Engineering to investigate the
addition of a new cell at the Petersfield lagoon.

Municipal initiative casts long shadow over ambitious, community-driven plan

dream that sits on the horizon, and has
always moved this community forward.”
That’s what long-time town mayor Bill
Barlow, then an RM of Gimli councillor,
said in June 2008 after a presentation by
Eric Stefanson, then chairman of a coalition of service groups which sought support to examine the possibility of building a multiplex, including a swimming
pool, arts-recreation-community hall,
wellness facility.
At that same meeting, Stefanson, waxing
philosophical, said. “Often we can be
caught in the trap of utilitarianism. The
trap that tells us we cannot afford something as extravagant as this or that. The
trap that denies beauty because of additional costs beyond the functional necessity. Something that drives councils to
strive to keep taxes low, not because of
their frugality or efficiency, but because
they don’t realize at a fundamental level
that the reasons taxes are as low as they

The nascent volunteer group, which had
appeared as a delegation of 60 people,
would receive $20,000 for a preliminary
design study, as it had requested. (The
council vote was unanimous.)
The presentation came on the heels of
a municipally-sponsored recreation
needs assessment which had identified a
swimming pool as among respondents’
top ‘wishes’. It was an electric time. It
seemed the broader community, younger and older, were being heard.
Fast forward seven years. The multiplex
concept is on the ropes. It’s in limbo,
as Stefanson said in a recent interview.
The latest edition of Gimli council is advancing its own plan, one that borrows
from the volunteers’ proposal but does
not include a swimming pool.
One can understand why Stefanson and
others are wondering why they’ve been
cut loose. However, no one can deny
that elected councils have an obligation
to ensure their treasuries can sustain
spending. At closing in on $20 million,
the committee’s multiplex is pretty rich.
We should remember that the fall election of 2014 was, in many ways, a referendum on the ambitious multiplex
project, which the previous council
had mightily opposed. Three of the five
members of that council were re-elected, leaving little hope that they would
now embrace the project.
BRAINSTORMING AFTER
NEEDS ASSESSMENT
The multiplex concept emerged about
eight years ago when Stefanson and
Dave Leblanc began brainstorming
about encouraging Gimli service clubs
to join an effort to build a swimming
pool on municipally-owned land near
the Gimli Recreation Centre. Four
Gimli service clubs — Rotary, Kiwanis,
Knights of Columbus and Kinsmen —
later agreed to put their oar in with the
fledgling committee.
The swimming pool push had been
identified as a high priority in the community by a recreational needs assessment conducted during the 2006-10
council of Tammy Axelsson.
In 2010, the multiplex committee presented its preliminary plan to council. It
had grown from its original single goal
to include a community hall, wellness
centre and an indoor field sports/multiturf facility. The cost at the time was
pegged at $32.5-million.
The committee asked council for an annual $250,000 commitment. It was a
bad ask, particularly considering that
2010 was an election year. In the fall,
the only two candidates who expressed
clear support for the multiplex were not
elected. Those who were elected were
cautious or openly called for a referendum on the multiplex matter during their
campaigns.
In 2012, this new council commissioned
its own study, the authors of which concluded, though the region could support a swimming pool — always the key
sticking point — it would be prudent to
forgo the project ... for now.
(The same consulting firm had conducted a similar study in 2009, reaching essentially the same conclusions.)
“In this 2012 update, it is clear that the
market has grown to a size where a
minimum number of swims necessary
to justify a new pool are now evident,”
the report by Professional Environmental
Recreation Consultants stated in its summary and conclusions section. “With a
projected usage of 90,000 swims per
year, a modest, but high quality pool
can now be justified in terms of the minimum usage required to make it viable.”
By George, there it was.
Not so fast.
“However,” the authors immediately
cautioned, “viability is not affordability.
This pool is now a great deal more expensive than the same facility contemplated in 1989. Building and operating
it would require a very significant tax
increase.”
The council of 2010-2014 fastened to
this conclusion, though it was later qualified by the consultants, i.e. it could be
done if there was the will and community support.
This council would later use the consulting firm’s conclusion, conflating it with
their own political objectives, in a letter sent to Winnipeg electors in the final
days of the October 2014 campaign.
There is no question that many voters
were swayed by the letter, particularly
those who have permanent homes in
Winnipeg and other places. Nor is there
any question that council has the power,
perhaps even fiscal obligation, to ensure
what they may see as the bigger majority
is represented.
(It should be noted that now-Mayor
Randy Woroniuk did not win a ringing
endorsement for his campaign olive
branches to the multiplex plan.)
Stefanson, the committee he leads and,
presumably, the many citizens who supported the multiplex dream had hoped
for a changing of the guard. That did not
happen.
Gimli blinked 26 years ago when it demurred on the pool, after getting advice
from the same firm the last Gimli council sought counsel from.

including Everett Lloyd and Ken Krulicki earlier this year.
Lloyd is a former town councillor
and headed the Gimli Local Urban
District committee, formed as a transitional group after the 2003 amalgamation of the RM of Gimli and the
Town of Gimli.
Krulicki is a legendary volunteer,
who’s worked with Gimli sports
teams.
He said in an interview that what he
believes is council’s blinkered view
precludes decisive action. “I figured I
could funnel my energies somewhere
else,” Krulicki said March 22. “Let’s
start thinking ahead. Let’s start with
the same mentality that built the existing curling and hockey complex.
But council just won’t be shaken.”

Pero la estrategia de promoción va encaminada a un fuerte trabajo de alianzas estratégicas entre operadores de ambos países
y aerolíneas con rutas entre los principales
destinos de Ecuador y Colombia. Trabajo
que adelanta el Embajador del Ecuador en
Colombia Raúl Vallejo con el ánimo de
estrechar las relaciones binacionales que
permitan un mayor flujo de turistas desde y
hacia el vecino país. El primer acercamiento con las agencias de viajes y Mayoristas
ANATO resultó ser un éxito, se espera que
durante la participación de como invitado
de honor en la Vitrina Turística del 2012 se
reafirmen las relaciones comerciales entre
los operadores de ambos países.
Por tercer año consecutivo ANATO presentó el Salón
Colombia, uno de los eventos más importantes de sector
turismo colombiano. En esta nueva versión los asistentes
disfrutaron de la más variada oferta nacional representada
por cada una de las regiones del país.
Fueron cerca de 400 mts cuadrados de exposición en los
que el país mostró, a través de sus representantes regionales como Secretarías de Turismo y Gobernaciones, la
más variada oferta turística, el gran desarrollo de sus atractivos turísticos y el potencial para desarrollar toda clase de
turismo.
El Salón Colombia tuvo lugar en tres de las principales
ciudades del país. Inició el 28 de Septiembre en Bogotá en
el Centro de Convenciones Cafam La Floresta y continuó
su recorrido por el país el 5 de Octubre en el Centro de
Convenciones y Exposiciones Plaza Mayor de Medellín,
terminando en Cali el 12 de Octubre en el Hotel Intercontinental. El evento fue organizado por ANATO con el apoyo
del Fondo de Promoción Turística y del Ministerio de
Comercio, Industria y Turismo.
