Noventis introduces advanced technology
at new Selkirk branch

Selkirk. “The two businesses nicely
complement each other,” McKnight
said.
This was an occasion for celebration
last Thursday when Noventis officially opened a ninth branch in Selkirk,

able to access the province’s first ITM
machine to personally talk to a teller
about their banking business.
Formed in Oct. 2010 through a merger of Interlake credit unions, Noventis already has branches in Gimli,
Arborg, Ashern, Eriksdale, Fisher
Branch, Eriksdale, Moosehorn, Riverton and Winnipeg Beach.
“Selkirk is a growing market in itself
as well as being a regional service
centre,” says Noventis CEO Kevin
McKnight. “It is close to our branches
and a nice fit for us.”

new branch at 1012 Manitoba Ave.

cards or drivers’ licences are used by
customers to access the machine in
a glassed-in area to ensure privacy of
discussions.
“With ITM banking, you will be
able to do everything you could do
if you walked into a branch,” McKnight said, adding that this service
innovation has been introduced by
a few credit unions in other parts of
Canada.” One big advantage is that
the Selkirk branch will be able to offer extended hours from 7 a.m. to 7
p.m. from Monday through Saturday.

Eastern Interlake Conservation District
marks ‘watershed’ decade

Eastern Interlake Conservation District, established in 2005, continues
to provide important data that has
and will continue to form a benchmark for watershed planning in the
region.
The conservation district concept —
to protect our water, water courses
and the land — formally emerged
40 years ago with the creation of the
Whitemud Conservation District. After that, the uptake was sporadic as
other regions of the province were
slow to embrace the provincial effort. Eastern Interlake Conservation
District, for instance, joined the fold
in 2005.
There are now 18 Conservation Districts in the province. EICD stands out
as having poured millions of dollars
into water quality monitoring, watershed planning and the development
of integrated watershed management
plans (IWMPs). These plans integrate
key components of the sub-districts,
and provide a blueprint for ensuring
the health of a watershed.
EICD consists of four sub-watersheds:
Netley-Grassmere Creek, Willow
Creek, Icelandic River and Washow

Researcher has keen interest in health of marsh, lake

Richard Grosshans has a passion for translating science into action. The translation
involves teasing out unconventional approaches, discussing big-picture ideas with
colleagues and being open to innovation.
The marsh research conducted by Grosshans has helped him and other researchers
come to terms with a bold new concept.
There is a way to twin ecological benefit
with economics. The simple idea — while
by no means simple when he and others
first began tentatively exploring it a decade
ago — was to ‘capture’ the energy in the
biomass of cattails growing prolifically in
Netley-Libau and other wetlands by burning the harvested plant to create energy,
then using the residue for application on
agricultural land and, as a biochar, for water filtration.
A senior research scientist at the International Institute for Sustainable Development
(IISD), Grosshans, who earned his Masters
in 2001 then his PhD, has focused a good
part of his career on Netley-Libau Marsh,
once a thriving, well-vegetated wetland but
lately inundated by swelling inflows from
the mighty Red River.

one — is that harvesting cattail has the salutary benefit of removing the phosphorus the
plants take in from water. Phosphorus is the
plant nutrient that is the principal driver in
nutrient over-fertilization in Lake Winnipeg. That nutrient overloading has pushed
the lake into a well-understood process
known as eutrophication. Among the chief
signs of eutrophication is the increase in the
frequency, intensity and duration of algal
blooms; something that’s been witnessed as
a progressive phenomenon over the last 20

Using cattail as an energy ‘feedstock’ made
sense because it is ubiquitous in the province. It’s an extremely invasive, competitive
species. Wherever one finds water and nutrients, cattail are sure to follow.

function as a healthy coastal wetland would
be all but lost.
The harvesting of cattail pursued later
may answer the concerns about losing the
marsh, though that is a very big kettle of
fish. However, at the least, harvesting cattail will provide some room for marsh regrowth. The bigger issue, of course, is how
one holds back the flood waters of the Red
River, which rises in northern South Dakota
and takes in drainage waters from hundreds
of kilometres of farmland on its way north
to Lake Winnipeg.
Turns out, wetlands and the innovative bioenergy model developed by Grosshans,
Ducks Unlimited and IISD may offer a buffer against further loss. Grosshans notes, for
instance, that there are massive water retention projects planned or under construction
in North Dakota. This is critical to holding
back floodwaters until hydrological pressures ease after the spring runoff from the
land.
“They’re not only managing it for water,
they’re coming to realize that these sites are
actively retaining and absorbing nutrients,”
Grosshans said.
Grosshans’s work on cattail and the collaboration with other research partners,
including Ducks Unlimited and IISD, has
contributed to policies on nutrient and surface water management, wetland protection, carbon emission reductions and offsets, and reduction of phosphorus loading
in Lake Winnipeg’s vast watershed.
The work has extended beyond the capture
and recycling of nutrients to the development of innovative agricultural practices,
some still in their infancy on the producer
uptake end, says Grosshans.
Beyond burning for fuel, harvested cattail
can be shredded as a nutrient-rich biomass
to be applied to agricultural land. “If you
have manure management issues, we’ve
done some research with Prairie Agricultural Machinery Institute Saskatchewan with
cattail where, using anaerobic digestion,
they’re mixing cattail in with the manure
to create methane,” Grosshans explained.
“But at the same time, you can use cattail
as a bulking and fiber agent added to manure. And you can use cattail as livestock
bedding.”
“It’s a whole other area of sustainable agriculture.”
There seems no end to the uses of cattail.
The work that began just a decade ago
with a relatively limited view to removing
phosphorus has advanced into a well-documented process for not only achieving that
goal but also adding renewable bioenergy
and bioproduct resources to the mix.

Winnipeg Beach forges ahead with water, sewer upgrades
Senior governments step forward with millions to soften the blow

Inadequate water and sewer infrastructure has stymied growth in Winnipeg
Beach, a storied Lake Winnipeg community known better for its past than
its present. That’s about to change as
town council forges ahead with ambitious, long overdue upgrades to its water treatment plant and modernization
of the town’s sewage lagoon system.
The multi-million-dollar upgrades
will both address provincial regulatory concerns and open the way to expanded development of housing.
Weighing in at a total $4.4 million, the
two major infrastructure projects will
be among the most costly in the town’s
history, though still eclipsed by the
millions spent in the late-1980s to introduce a low-pressure sewer system.
(Most of the cost was borne by property owners who were required to pay
thousands of dollars in on-site costs.)
Details about costs associated with
the lagoon and water upgrades were
recently released, as council embarks
on a public process that will allow it to
borrow the money to fund the municipal share of the work. Funding from
senior governments significantly softens the blow.
Mayor Tony Pimentel says the projects,
while slow in coming, are required to
catalyze growth. “I think it’s great,” he
said. “It’s something that we’ve needed for a long time. It opens up opportunities for development in Winnipeg
Beach. I think it’s important that we
move this forward.”
In any event, he added: “It’s something
we have to do. It’s a mandated thing.”
The cost of the lagoon upgrades is
pegged at $3.5 million. Senior levels
of government will each fund a third
of the cost, leaving the remaining
$1.67 million to be paid by all property owners.
The Manitoba Water Services Board
will pay half the anticipated $800,000
of the water treatment plant upgrades,
leaving the 151 property owners who
currently receive municipal water service to collectively pay $400,000. Lot
owners will pay about $300 a year for
12 years to finance the water treatment
project. They may choose to make a
one-time payment of $2,650, resulting
in a saving of about $1,000 compared
to the annual financing option.
The levies are not expected to appear
on the tax bill until next year. Both
borrowing bylaws will be subject to
review by the Manitoba Municipal
Board.
The infrastructure upgrades are critical
to attracting developers who have, in
the past, been prepared to move forward on multi-residential apartment
and housing development projects.
These projects have not advanced
because the province says the town’s
lagoon capacity cannot support an additional load due to large commercial
or residential developments. As well,
its water disinfection protocols do
not meet mandated requirements set
out in the province’s Drinking Water
Safety Act.
Water and sewage management upgrades have been discussed and debated since at least 2007 when council-of-the-day learned that neither its
water nor sewage treatment met new
provincial standards. The upgrades are
finally advancing because the provincial and federal governments are now
providing the lion’s share of funding.
The Manitoba Water Services Board
will pay half of the $800,000 cost to
upgrade the town’s water treatment
system. Municipal water is currently
only provided to 151 properties in the
downtown area and the condominiums on Churchill Rd. It will be left to
the affected taxpayers to pick up the
remaining $400,000 cost.
On the lagoon upgrade, it’s all-in, as
every property taxpayer will be expected to pay a share based on a perlot levy. The anticipated $3.5-million
cost of the sewage management system will be equally split among the
three levels of government, as part
of the federal government’s Building
Canada infrastructure fund. Town taxpayers will be on the hook for onethird of the total project cost or $1.67
million.
Annual payments on the $1.67 million are pegged at about $151,000
over a 10-year-term of the borrowing.
Interest, at 5%, is expected to total
$344,220, bringing the total financed
cost to about $1.5 million.
The municipal cost will be borne by
a lot levy on all properties. Property
owners may choose to pay $84.17 a
year over the term or pay a one-time
amount of $650 per lot. About 1,800
properties are affected.
A public information session on the
sewage management project is scheduled for tomorrow evening March 19
at the Winnipeg Beach Community
Centre at 7 p.m. Officials from Dillon
Consulting, the Winnipeg engineering
firm that provided recommendations
on both the lagoon and water upgrade
projects, will be on-hand from 7 p.m.
to 9 p.m. They’ll be there to answer
technical and environmental questions related to the lagoon upgrade
project.
A formal public hearing into the creation of ta Local Improvement District
(LID) and borrowing for the sewage
lagoon upgrades is set for April 7 at 7
p.m.
A public hearing on the water treatment upgrade is set for March 26 at
7 p.m. at the municipal building on
Robinson Ave.
Project details, including borrowing
requirements, are available on-line at
winnipegbeach.ca and at the municipal office. Property owners who wish
to object to the borrowing bylaws must
provide written objections to either or
both of the planned public hearings.

Returning programs, on the other
hand, include yoga, karate, martial arts, ballroom dance, adult
and youth kick boxing, acquasizes, guitar and drum lessons, and
youth pottery.
“Many of these programs will
have the same popular instructors,” Robak said. “There will also
be swimming lessons at Camp
Arnes with registration starting
March 25.”
Last but not least will be the annual Guys and Dolls curling bonspiel, an annual fundraiser for the
rec centre running from April 1012. Registrations of $160 a team
are currently being taken and

Pruden Avenue:
developing or sinking?

It would appear that Pruden Ave in St
Andrews has become an unusable mud
bog for residents trying to access their
houses this spring. The hazardous condition of the road this past weekend left
several residents unable to slog through
the six plus inches of mud that they
used to call their street.
Cindy Hartling, resident of 5 Pruden Avenue stated: “It’s a nightmare. I phoned
Maple Leaf Construction on Saturday
and we were simply told the office was
closed. There must be some emergency
service in place when people can’t get
out of their driveway.”
Pruden Ave belongs to the municipality of St Andrews, but is located right
on the border of St Andrews and Selkirk, hugging the City of Selkirk. The
small street of nine houses was excavated repeatedly during the months of
November-December 2014 --during
a time of year when the ground was
already frozen. The Pruden Avenue
Wastewater System project has been
a project hotly contested by several of
the street’s residents since 2013. The
recent late-season excavation that occurred in Nov 2014-January 2015 was
completed by Maple Leaf Construction
in order to install infrastructure for a
new housing development coming up
on Pruden Ave.

Now, with the arrival of spring thaw,
the road has degraded into a sinkhole
of mud ranging from six inches to
twelve inches in depth. According to
residents, pylons were placed around
the worst of the sinkholes on Saturday
morning.
“Every single trench that was dug
across Pruden Ave for installation of
pipes, is now caving in to a depth of
one or two feet,” noted Jayme Hartling, who has only lived on Pruden
Ave since fall. “The worst sinkhole is
two feet deep, down at the end of the
street. They ripped our road up so many
times, we lost count.”
“The worst part about it,” continued
Crystal Hartling, “was that we got no
notice about which days they were going to come in to rip up our driveway.
We received only one letter initially,
last fall, about construction commencing on Pruden Avenue... That work
lasted from November until Dec 23rd.
But after that, they came back again in
the New Year and started tearing it up
all over again! I was not able to leave
my driveway, on several days when I
had to go to work and take my child
to school.”
“When I asked Maple Leaf, ‘why are
you back and why can’t I get out of my
driveway again? They said only that
they had to fix discrepancies.”
The condition of Pruden Ave on Sunday, March 15 was clearly
impassable, leaving questions as to why the hazardous road was
not blocked off. The road has been repeatedly excavated in frozen
ground conditions, to lay down infrastructure for a new housing

Arborg’s novice hockey team The Falcons had a ‘banner year’ this season as
they were crowned ‘A’ North Division
Champions on Sat., February 28 after
defeating archrival Riverton Eagles in a
3-2 final nail-biter.
“The kids are so excited that they won
the Interlake Minor Hockey Novice
“A” North Division Banner this year,
especially after beating Riverton,” said
head coach Brian Barylski.
The novice hockey league consists of
seven teams - made up of 7-9 year-old
hockey players - that played a total of
14 games this past season.
“We lost only one game all year, and
another one was a tie, but we finished
second overall to Riverton, who had a
similar record but had the advantage
in head-to-head games against us,”
Barylski explained.
This year’s end-of-February playoffs
were spread over two back-to-back,
three-game weekend tournaments for
each of the teams. The Falcons were
undefeated in all six games on their
way to winning the title.
“On the last day, we were up 3-2 on
the Eagles at the beginning of the 2nd
period and the rest of the game was
scoreless, so it was really exciting to
play a close one like that to win the
championship,” the coach said.
“It was great to see the improvement
of this team compared to last year, and
actually I would say that it was phenomenal how they came together as
a team.”
Barylski said that he will be returning
as coach of the Falcons for the 201516 season.
“I’m coming back mainly because it’s
fun to see the kids grow up and become better hockey players and also
learn how to play as a team,” Barylski
concluded.

Gimli Wolves advance to MSHL final series
