hose who heard the rain on the
roof at 6.00, peeked out through
the curtains and decided to sleep
in instead of doing the 5km Fun Walk
organised by MLM and 90.6fm on
Human Rights Day missed an amazing
experience. It was much more than a
walk: Local radio station, 90.6fm, was
there creating an atmosphere of
excitement. Many of the walkers dressed
up. There were freebies galore and
scrumptious sandwiches fruit and drinks on completion of the walk.
The route took walkers over the railway bridge (the nearest thing to a hill in Meyerton) over the
highway to the White House in Sicelo and back again. Walkers were energised by the entertainment
supplied by the Arts Institute, (A troupe of primary school children from various schools in Sicelo
who had trained hard in the previous few weeks and performed some intricate routines).
There were several stalls set up in the car park, including the Stand with Stan stall displaying
different types of prosthetic limbs. Stand with Stan was the nominated beneficiary of the R10 entry
fee of each walker and Stan himself led the walk.
This event is sure to be repeated next year so don't miss out again!

News from the HRRA
(Henley Residents' and Ratepayers' Association)
The first thing we did as a committee was to get out some flyers to
encourage residents to attend the Demarcation Board meeting,
which was done efficiently by Dionne Acs assisted by other members for distribution. My feeling was that we needed to inform the
residents of Sicelo and surrounds about the implications of the
Metro. The ANC in Sicelo were telling residents that it was an ANC
meeting so nobody else needed to attend. To counter this I decided
to put out a flyer in Sesotho informing people that it was not a
political rally but a meeting that could affect their lives in regard to
losing service delivery and turning Meyerton into what Vereeniging
has become, stating that they must attend the meeting. I printed 500
leaflets and aided by some grade 10 pupils from Sicelo distributed
them in Sicelo and Jantine. I was very encouraged by the turnout at
the meeting.
With regards to the HRRA I have had quite a few requests and
informative mails telling me what needs doing. At the next meeting
we will plan the way forward. I believe that we must build a large
signed-up membership so that we will be taken seriously by the
powers that be. There are some things that need urgent attention and
others that have been on the agenda for a long time with no end in
sight.

Henley Community Police (CPF)
- Do we need it?
Based on the extremely poor attendance at the recent HCPF Annual
General Meeting, the opinion of the majority of Henley residents
appears to be an emphatic no! The turnout at the Oprah Winfrey
School hall was so low that the CPF Chairman was forced to postpone the meeting until 9 May, 2015 as there was no quorum.
I believe this lack of interest by Henley residents is a disgrace and
a huge slap in the face to the active CPF members who have given up
much of their time in an attempt to help keep us all safe from
criminal elements.(Chin up CPF, some of us do appreciate your
efforts)
Why the lack of interest and support for a Henley Community
Police Forum? Is it because:
1. It has failed before, so we assume that it will do so again?
2. The regional CPF cluster body, or the present Henley CPF
members, don't understand the Henley demographics and are
applying a model that is not suited to this community?
3. Henley already has its own anti crime bodies that are well known
and established, so why the need for another one?
4. We have a rapidly growing personal sector radio system that
keeps us in touch with the people around us, so why do we need
CPF patrols?
5. We have an unfortunate political history that continues to fester
and hinder the process of unity within our language and colour
based ranks?
Whatever the reasons, they are unfounded and misguided.
We must learn from history and move on. If the current CPF
leaders are overlooking our village needs, then communicate that
to them and offer alternative solutions. Whilst our existing anticrime organisations may be doing a good job, they are privately
managed bodies that lack one very important element as they are
not an official and legislated arm of the SAPS and do not possess
that important link which carries weight in certain situations. CPF
is that link. Neighbourly communication and awareness is an

Councillor’s corner
Dear Residents
Thank you to all those residents who turned out in numbers to
protest against the proposed metro. There were an estimated 3,000
people there and we certainly made the MDB sit up and take notice.
I have had many
enquiries as to why
the council does not
do anything about
compelling owners of
half-built houses to
compete them.
The facts are: if a
house is built using a
mortgage bond from
the bank, the lending
bank compels the home-owner to complete the building within a
specified time. However, many of our residents do not wish to
indebt themselves, so they build for cash. Yes, the by-laws do state
that houses have to be completed timeously. Several years ago, the
council attempted to enforce this by-law. When the case came to the
Meyerton Court, the Magistrate handed down the judgement that it
was violating the defendant's constitutional rights to compel him to
apply for a loan to complete the building. This judgement set a legal
precedent. We cannot now pursue every instance of unfinished
building when we know we cannot win the case. This would
constitute fruitless and wasteful expenditure.
The next question I am frequently asked is “Why is Council not
cutting the overgrown empty stands?”
The facts in this case are: There are hundreds of empty stand
throughout Midvaal. Some owners do cut their stands at their own
expense. The majority do not. There is provision for us to go in (if
we had the resources) to cut and bill the owners. Unfortunately,

these owners most often refuse to pay. The cost factor involved to
cut and then try to recoup the costs makes it prohibitive.
We all understand that these overgrown stands constitute a
security risk. If we feel that a neighbouring stand is a threat, a
suggestion could be to send in a gardener with a panga or even
organise a neighbourhood block initiative to cut on a regular basis.

information on to the community or if you need to get hold of me.

PAM seeks the Public Protector.
There are several irregularities in the notices published in the
Government Gazette concerning the promulgation of the Metro
which has led members of PAM (People against the Metro) to
believe that these notices are illegal.
At a meeting of the committee held on 25 March it was
unanimously agreed that PAM should present its case to the Public
Protector's office: Not the whole case as this is before the courts,
just this case of the notices in the Government Gazette, a
straightforward matter.
In the meantime members of the committee, most notably
Refiloe Kutoane-Teixira, the member charged with community
relations, are keeping the matter in the public's mind by arranging
several interactions with the media. Freddie Peters, chairman, was
interviewed by Radio VUT and the callers who called in with
questions and comments were overwhelmingly against the Metro.
Refiloe is currently negotiating with the producers of Check Point,
the current affairs programme on etv.
There seems to be a misinformation campaign going on: Several
residents of Sicelo have been told, not to oppose the Metro as
Bongani Baloyi will be mayor of the Metro!

important anti-crime tool, but it cannot replace visible patrolling as
a crime deterrent. As for the politics, go back to sentence one of this
paragraph.
We definitely need a Henley CPF. We need a well managed CPF
that acts as a coordinating, umbrella body, bringing together the
SAPS and all the other anti crime bodies active within our village.
On 9 May, we can all, as a community, attend the HCPF AGM and
make sure that we elect the CPF committee that this village
desperately needs to help eradicate the crime in our village. Please
get off the fence and make a difference – volunteer your services
and vote.

The Henley on Klip Rotary Club is open for business for the 2015

the orders and money is collected we then take those blankets and
donate to the needy in the local community who have nothing to
keep them warm in winter. Our mission is to give out as many
blankets as possible.

Suikerbosrand Nature Reserve closed
According to a report in the Oosrand Beeld of 25 February,
Suikerbosrand, the beloved nature reserve on our doorstep has
been closed. The cables to the water pumps have been stolen and
without water there is a health risk so closing the whole place down
is the solution. There are no plans for re-opening the reserve.
…… another case of woeful mismanagement
by provincial government employees.
There has been lots of reaction on social media from cyclists who
have lost another favourite cycling route and conservationists who
worry about poachers stripping the reserve of its last large
mammals. Henleyites who have been regular visitors to Suikerbos
have been watching the place deteriorate over the last few years.
Large sections of the fence have been down and not repaired. For
more than a year the picnic site on the circular route was closed
because it had been “vandalised.” It seems to be another case of
woeful mismanagement by provincial government employees.

Mayday, Mayday, Mayday
Because of my Henley Watch duties, I am privileged to be issued
with a HW radio and so I was witness to all the communications
regarding a home invasion and armed robbery: At approximately
10.00 on 20 March, I was handing HW Bulletins to the patroller
when an emergency call came in from a resident reporting an armed
robbery at a certain address. The patroller sped off. A 'Days' back-up
heard the message and was on the scene within a few minutes, as
was the patroller. The controller called the SAPS patrol car, the Day
Commander called a Henley SAPS resident who rushed to the
scene. The patroller suggested to the controller that she call the
Henley's first aid back-up as someone at the house had sustained a
head injury and needed attention. The Day Commander called in to
ask if an ambulance should be called.
Thus, within about five minutes of the original emergency call,
HW Back-up, HW Patrol, SAPS and medical assistance were at the
house. I was absolutely amazed at the fast response and thought how
comforting it must have been for the people who had been through
the horrible experience of being robbed at gun point, in broad
daylight!
Everyone in Henley needs to be reminded of what a special place
we live in. We have the infrastructure which enables residents to be
involved in assisting their neighbours quickly and efficiently when
an emergency arises. I urge people to be aware of this and to think
about getting involved with the pro-active security facilities available to everyone. What a great feeling knowing that we can always
get help in times of need – and fast!

house or on your property. What do you do?
Ÿ Do not go outside or try to confront the intruders.
Ÿ Secure yourself in a locked room with a means of outside
communication. Bathrooms have lots of makeshift defence
weapons.
Ÿ Wait for assistance to arrive.
The above is all very well provided that you have a means of communication within immediate reach. Cell phones, landline phones
or panic alarms are the most obvious tools to use but they have their
limitations: You can only dial one number at a time from a phone
and it's easy to make mistakes while under threat. The recipient
may not answer or may not be conveniently located to respond quickly.
A panic alarm usually involves a verification procedure by your
security provider and the response team may be occupied elsewhere, resulting in a delay to your call.
The Answer is two way radios: A growing number of Henley
residents have adopted the Sector Radio system of communication
with their neighbours. This system enables you to communicate
your situation simultaneously to all other radio users within range
of you.
Henley has been divided into numerous Radio Sectors, each
having its own unique radio frequency. Users within each sector
can communicate with one another without interference from other
sectors. By keeping your radio switched on and with you and at all
times, you are in continuous communication with the people around
you. Then, if you do find yourself in a threatening situation, simply
grab your radio and call:“Mayday-Mayday-Mayday. This is (Your call sign or address). We
have intruders on our property and need urgent assistance. Do you
copy? Over.”

Ward Committee Training
On the weekend of 7 and 8 March, the Midvaal Local Municipality
held ward committee training at the Meyerton Town Hall. The aim
of this training is to equip ward committee members with the information they need to perform their jobs optimally. There were

economic empowerment, poverty eradication and education in
desired spaces that foster lifelong learning and knowledge exchange. This is further enhanced by skilled and proficient library
staff who connect their communities to relevant and appropriate
information and knowledge resources, emerging technologies, as
well as dynamic and innovative programmes and services for
personal and community development.

Midvaal takes Library Week to their communities
The 2015 national theme for Library Week was Connect at your
Library, and Midvaal's library staff worked hard to bring this
concept to life across all Midvaal Libraries. Library Week was
launched at the newly built Lakeside Library, where Manichand
Beharilal, author of the Thembi and Themba books, spoke to the
learners of Lakeside Library about how reading turned his life
around, and the opportunities that it can give to people of any age
and background. This was followed by a puppet show to entertain
the children.
The Meyerton Library held a computer literacy course for the
learners of Meyerton High School, while the Henley Library provided a platform for the community to connect through an entrepreneur day, where people could set up stalls in the library grounds
and sell their goods. Sicelo residents were treated to a poster design
course, while those of Randvaal enjoyed reading circles and a

enley experienced the freak weather associated with the
equinox on the afternoon of 21 March when a sudden wind
lifted the whole roof off the shops in Pretorius Street and
dumped it on the road in front damaging only the telephone lines.
Navid Dar, the proprietor of Daily Queen Supermarket, who was in
the shop at the time, had a huge shock but it was all over in seconds.
The whole event was captured on CCTV by the neighbour's camera
– very dramatic. Navid was not worried about looters as he had staff
sleeping on the premises that night and although rain threatened
there was hardly any and it did not add to the damage. He has only
been in the business for 4 months but word is getting round about his
specials on Iwisa and cigarettes so the business is growing. Pieter
Nel of Doggies Favourite Parlour says the rain caused minimal
damage and the roof is now fixed.

Opening of world class library
facility in Lakeside
12 March 2015 saw the opening of a beautiful, world-class, library
facility situated in Lakeside. The Midvaal Local Municipality has
been busy with the construction of this library since August 2013,
and the building was completed in July 2014. It has now been filled
with furniture, books, and computer equipment, and is fully
operational. The library boasts a computer area with 17 stations, a
magazine area, a reading station for adults, a kids area, a study room

launch of
Library Week which took place there on Monday, 16 March 2015.
There will also be many educational programmes run there, as at
every library in Midvaal, so as to benefit the surrounding
community. Midvaal's library staff spoke of the importance of modern
technology being available in libraries to ensure that they remain
relevant to users. The Executive Mayor urged the community of
Lakeside to take care of the facility, and to ensure that it is not damaged
or vandalised, especially during community protests. Midvaal's
libraries in Meyerton, Sicelo and Lakeside have been built next to
community halls, to make the libraries central to the community.
The idea is to build a culture of reading, and improve literacy levels
for Midvaal residents of all ages.

Midvaal receives award at PMR 2014
Golden Arrow Ceremony
PMR Africa held their annual Sedibeng Regional Survey Business
Excellence Awards on 23 February, at the Riviera on Vaal Hotel in
Vereeniging. PMR Africa is a consulting company which conducts
municipal surveys annually to profile the Sedibeng region as a
growth point and potential investment area for foreign and local
developers and investors. It measures companies, institutions,
government entities and individuals on their contribution to the
economic growth and development of the region, levels of
management expertise, implementation of corporate governance
and levels of innovation, to measure companies', institutions' and
government entities' competencies, and to measure brand
awareness. This year, Midvaal Local Municipality won the award
for “The institution doing the most to clean the environment”. The
research is conducted through interviews with people in the area,
and ratings are based on the perceptions of respondents.

Ken Gordon remembered
Ken Gordon, one of the founding members of Henley Watch, died
recently in Pennington, Natal, at the age of 86. Ken and Betty lived
in Regatta Road for over 20 years and were very active in the
community. After retiring, Ken started a successful printing business in his garage before leaving Henley and settling on the South
Coast where their two sons were living. Ken was a Land Rover
enthusiast and owner and he rebuilt a Series 1. He was President of
the Land Rover Owners' Club and they spent many holidays
camping with their sons and members of the club.

The Dog Box
The Yorkshire Terrier aka Yorkie
During the Industrial Revolution in England, Scottish workers
came to Yorkshire to work in the coal mines, textile mills, and
factories, bringing with them a dog known as a Clydesdale Terrier
or Paisley terrier. These dogs were much larger than the Yorkshire
Terrier we know today, and it's thought that they were used primarily to catch rats in the mills. The Clydesdales Terriers were then
probably crossed with other types of terriers like the Waterside
Terrier which was a small dog with a long blue-grey coat.A dog
named Huddersfield Ben, born in 1865, became a popular show dog
and is considered to be the father of the modern Yorkshire Terrier.
The breed acquired that name in 1870 because that's where most of
its development had taken place.
They are small dogs between 15 and 18cm tall and weighing
around 3.2 kg. Beware of breeders who offer “tea cup” Yorkshire
Terriers (1.8kg or less.) Dogs which are smaller than the standard
are prone to genetic disorders and are at a higher health risk in
general. To achieve this small size breeders often need to breed the
runt (smallest and therefore often the weakest) of the litter with
other runts. These dogs sometimes have health problems.
Yorkies are generally healthy, but like all breeds, they're prone to
certain health conditions like hip and elbow dysplasia. Be sure to
ask the breeder to show you the health clearances for both the puppy's
parents. They live for between 12 to 15 years.
The Yorkshire Terrier's coat is long, silky, and perfectly straight.
They have a single coat and
shed very little, so Yorkies
can be a good choice for
p e o p l e w i t h a l l e rg i e s .
Regular grooming is needed.

combing and brushing to
help prevent mats and keep
him clean.
Small breeds are
prone to dental problems,
a n d Yo r k i e s a r e n o
exception. They tend to form a lot of tartar on their teeth and can
lose their teeth at a young age, so brush their teeth regularly and
schedule a professional cleaning by your vet at least once a year.
Check your Yorkie's ears regularly. If there is hair in the ear canal,
pluck it out or ask your vet or groomer to do it for you and trim his
nails regularly.
Yorkies are highly energetic, and, oblivious of their small size, are
eager for adventure. They are brave, loyal and clever, and with owners
who take the time to understand how to treat a small dog, the Yorkie
is a wonderful companion and very affectionate. However they are
not suited to young children Most Yorkies feel overwhelmed by the
loud voices and quick movements of children and stress and fearfulness (even defensive biting) may be the result. With their keen
senses, Yorkies make excellent watchdogs. However, this can make
them too quick to sound the alarm at every new sight and sound. You
have to be equally quick to stop them before this tendency becomes
an established habit.
The Yorkie is a good dog for apartment life. It is very active indoors and will do okay without a yard if taken for a walk regularly. If
your Yorkie zooms around the house like a speeding bullet, it is a
sign that he needs to go on more or longer walks. They are sensitive
to the cold and prefer warm climates.
They can be difficult to housetrain, however, because their accidents are so small and easy to clean up that people let it slide. That's
a mistake. It is better to show them where to go from the beginning and
reward them for doing their business in the right place. Consider an
indoor litter box especially in cold or wet weather, or a doggy door
leading out into a small covered potty yard.
Too many people acquire a toy breed puppy without understanding how fragile a toy breed is. You can seriously injure or kill a
Yorkie by stepping on him or sitting on him when he is curled under
a blanket. Owning a toy breed means constant supervision and
surveillance of what's going on around your tiny dog.

Back on the River
We held our first River Clean-up for 2015 on 21 February: We had
not been on the water for a long time and had a lot of work to
achieve. We'd had many reports of trees that had fallen over into the
river system and causing blockages. We were ready to tackle all
these problems when the weather changed but being determined to
clear the blockages, we found a willing resident who allowed us to
sit out the rain on his veranda. We appreciated the warming coffee
and other refreshments. Soon the weather cleared and we were
back on the water.
We headed up stream and quickly found several blockages that
needed our attention. Thanks to the sterling efforts of the river
clean-up crew we got through these quickly. This month's floating
trophy goes to Pieter Schutte for being the first person to fall into
the river. This did not dampen his spirit and we continued upstream
where we found the crew of the second boat tackling a very big
blockage that had occurred after a tall tree fell right across the river
and was snagging all the debris from upstream. (We have some
pictures of this)
Within a few hours we had the river open again and flowing
freely. We headed back down stream to free the debris as it snagged
on roots and smaller braches in the river. At the lunch venue we
were treated to a braai with hamburgers and refreshments supplied
by Pippa Clifford and hospitality from Sue Thurston. We rely on
the assistance of the volunteers in the village on the water and off
the water. We thank everyone who contributes to our efforts in any
way. On Saturday we had help from Clive Thurston, Paul Firbank,
Fernando Ferreira, Dale Sleigh and Joe Tichy on the first boat and
Piet Schutte, Trevor Kirsten, Gregor Teichman, Liam McGuigan
and myself on the second boat.
We have received a large donation from a resident in Regatta
Road and will be holding a fund raising stall at this year's Mardi
Gras on 30 May. Please support us at this event.

Soap Box Derby wows the crowds
Henley JKA instructors reach high
On 21 March, splendid weather, DARE2Dream racers lined up at 3
Eufees Street in Walkerville, all determined, to take the first place
trophy.
The DARE2Dream Soap Box Derby Race is the only one of its
kind in the world
where four crew
members race
two teams at a
time on a
downhill 1km
stretch with the
renowned 90
degree gravel
turn a few
metres before
the finish line,
the challenging
part being the gravel turn.
The DARE2Dream Soap Box Derby has been run biannually for
eight years to raise funds for the DARE2Dream program. It is a nonprofit organisation involved in the rehabilitation of abused and neglected horses, which, when healed, are used to assist in the healing
of abused and neglected children. More about the program can be
learnt by visiting their website, www.dare2dreamprogram.com.
After five rounds of time trials (and two damaged carts) all the
team's times were tallied. Only eight out of the 12 teams geared up
for a tight and heated round of quarter finals.
The tightly fought final between Via Bellatores and Silent South
saw Silent South walk off with the trophy. The spectators had had a
great day out.
