Councillor's Corner
HRRA – Henley Residents and Rate Payers' Association
Residents will remember 2014 as a difficult year for many people
in Henley. Numerous residents have faced the impact of crime and
of the loss of loved ones. Yet, despite all of that Henley remains a
confident place buzzing with new ideas, energy and creativity that I
know will see us through the difficult times in better shape than
ever. Looking to the coming year and, while acknowledging the
challenges we face, I feel a sense of confidence because of that
powerful spirit of cooperation and support that makes this such a
wonderful place to live.
2014 was also the year that street lights came to Henley and the
next phase will start shortly. The project entailed the installation of
58 energy saving streetlights with a wattage of 57 watts each. The
next section that is planned to continue with this project is
Burnham, St Davids and possibly Sonning and Shillingford, if the
number of lights is sufficient. It is planned to install 60 lights at a
cost of approximately R750 000
We are finishing off the Henley water project. We will only do the
final connections in January. The project will improve water pressure in most of HOK. Some problem areas will remain; they have to
be sorted out piece meal. Council would like to thank the residents
for their patience and understanding during this project
Power outages remained a problem throughout the year and continue to do so. Unfortunately many years of infrastructure neglect
have to be rectified before an uninterrupted power supply can be
ensured. Residents going away over this festive period must please
put emergency measures in place should a prolonged outage occur.
I wish to thank all the residents for all the support I received
during the year, and for those who found fault, I also thank you for
the opportunity to grow and improve. A big thank you to all my
fellow councillors and members of my Ward Committee.
Finally, I wish all the residents a wonderful and blessed festive
period and may 2015 be a particularly good year for all.
This organisation, which has done stirling work in the past, has,
over the past few years, been reduced to just three active members,
namely Ahmed Patel, Nancy Eagar and Rob Hewer. At the last
AGM there were no takers for positions on the committee so these
three carried on alone. Now Ahmed is moving to Somerset West
and the remaining two feel they cannot continue. The organisation
must therefore be dissolved or resuscitated. A meeting will be
called in January to try to gather support for a new HRRA and to
form a new committee. This is the chance to come forward and
become involved, a chance to make a difference instead of just
complaining about what they should be doing. Watch the notice
boards for details.

Some crime Stats
Henley is not actually inordinately crime ridden.
Statistics just out indicate that the most unsafe areas are in the
Honeydew Police precinct which includes areas like Douglasdale,
Honeydew, Randburg and Roodepoort. From July to September
2014 an average of 87 house robberies per month occurred in
Honeydew precinct.
The greatest percentage increase in house robberies was in the
Kempton Park/ Tembisa area at 78.6%, the largest in Gauteng.
Pretoria Central and Sunnyside area have also been heavily hit by
house robberies.
There has been a definite upward movement in all general crimes
especially house robberies (16%) and car hijackings (76.7% in
Vereeniging). The number of shootings has increased exponentially. Truck hijackings in the same area have increased by
13.9%.
The public needs to be warned and be on alert especially through
the festive period.

HPA entertained
Henley's Keeping up Appearances,
adapted for the stage and directed
by Norman Gray, was based on the
popular TV series of the same
name. It was a complex production
with a set divided into two and
rapid scene changes every few
minutes. The star, Hyacinth Bucket
(pronounced bouquet), the snobby
lady of the house, played by Marie
Thompson had to manoeuvre several changes of costume too. The show
was thoroughly appreciated by the audience who applauded every comic
move which was executed with almost perfect timing. Bravo HPA. The
meal which included pies by Angus Gilfillan as well as Black Forest Cake
dessert was delicious too.

Rotary Club Vereeniging
brings books to Lakeside
Staff and library members at Midvaal's recently built Lakeside
Library, were delighted to receive a huge donation of books from
the Vereeniging Rotary Club on Thursday, 21 November 2014. The
Vereeninging Rotary Club receives shipments of books from
Rotary clubs in the USA, which they can donate to deserving
causes. The beautiful facility in Lakeside is one such example of a
new and much-needed library, which still needs to fill its shelves
with many books. The Rotary Club of Vereeniging, which celebrated its 70th chartered anniversary in September, donated 260
books to the library, including fiction and non-fiction, as well as
books in vernacular languages.
The new library contains general bookshelf areas, a kid's corner,
computers and internet access, a study room and an activity room.
Matriculants have been making full use of the extended library
hours during their examination period to study and use the available
books. Anyone interested in donating books to the library can call
Qoshiwe Matcheke on 016 360 7445, and anyone who would like to
attend a Rotary meeting to learn more about the club can contact the
president for the year 2014/2015,Alicia Korte on 082 3713400.

“Considering that residents were given less than 24 hours notice of
this special patrol, the turnout was excellent and a sure indication
that we are a growing force to be reckoned with” said Nardus van
der Watt, acting chairperson of Henley CPF. Nardus explained that
Community Policing is about residents taking responsibility for
their own immediate safety whilst having access to a wider based
support system provided by the CPF management team and other
local crime fighting bodies. The aim of Henley CPF is to provide
continuous, high visibility and multiple patrol activity throughout
the village, thereby making it difficult for criminals to operate
undetected. By dividing Henley into several small and manageable
sectors we can allow the residents within each sector to determine
and manage their own patrol activities according to their particular
circumstances whilst providing them with 24/7 radio
communication and mobile back-up support from HCPF central

The Compleat Wrks of Wllm Shkspr (Abridged)
Congratulations to the director of Owlag's drama production of this
parody of William Shakespeare's plays. Comedy is difficult to
perform relying on timing and the involvement with the audience.
The themes of Shakespeare's plays, comedies and tragedies, are as
relevant today as they were when he wrote them.
The Owlag actors cleverly used simple props like a wig or
crown, and spontaneously involved the audience who had to participate as Ophelia's subconscious, ego, superego and id. Othello
was a rap song and there was a food demo.
An innovative show, using current hand and body movement,
was very enjoyable.

A Community in Unity
On a recent Friday evening, a large number of Henley residents
stood as one to send out a clear message that we won't tolerate crime
in the village we all hold so dear. Around 100 people in more than
forty vehicles set out from Fraser Park in three separate convoys
following different routes around the village in a show of strength
and unity. Arranged and coordinated by Henley CPF, this mass
patrol comprised of members of Henley CPF, HCCF, Henley Watch
as well as a few of our neighbouring CPF colleagues from Meyerton
and Golf Park. Observed by members of SAPS, the three convoys
snaked their way through the village for one whole hour before
finally meeting up on The Oval.

Midvaal's Youth Entrepreneurship
Workshop a huge success
After identifying gaps in knowledge on entrepreneurship within
Midvaal's young community, Midvaal Local Municipality decided
to host a Youth Entrepreneur Workshop on Friday, 14 November
2014. Midvaal's Speaker's Office works closely with youth groups
and forums, and realised that the area has a growing number of young
entrepreneurs who face various challenges. They also identified
that encouraging and supporting entrepreneurship can assist with
youth economic development, and so it is important for hurdles to
entrepreneurship to be removed or controlled as much as possible.
Partnerships between state and private institutions are one way to
do this, and the workshop allowed for such networking to occur.

the area were invited, and over 200 people attended on the day. The
feedback from them was extremely positive, with many requests

How NOT to get the job done
Dear Midvaal Traffic department.
Like you, we Henley residents are fed up with offenders of the
traffic laws who jump stop signs and speed through our village
endangering the well-being of our residents and pets. Like you, we
would like to put a stop to these selfish and reckless drivers. Like
you, we want to live in a safe environment without the fear of harm
from perpetrators of the law.
Unlike you, we believe that “Prevention is better than Cure” and
have to question the way in which your traffic officers go about their
duties. We are told that 'visible policing' is the way to combat crime.
In fact the whole concept of community police forums (CPF) is
based on that very principle. Why then do your traffic officers make
themselves invisible and deliberately hide themselves away from
the potential law breaking motorist? How does this method of
negative policing prevent speeding or any other form of traffic
offence?
On 5 November
2014 a speed measuring
device was erected on the
railway bridge in Henley
Drive and as can be seen from
the photograph, no police
officer or vehicle is anywhere
to be seen. A Midvaal traffic
vehicle and a white unmarked
bakkie were parked below the railway bridge from where the
camera was monitored. The plain clothed occupants of the
unmarked bakkie appeared to become quite disturbed by the
presence of the undersigned who was wearing a CPF high visibility
bib and whose car was marked with CPF signage. I wonder why?
Does such a police action constitute an act of entrapment? Since
December 2014
when were plain clothed members of the public permitted to
perform law enforcement duties?
Now, Midvaal Traffic, imagine what would happen if you parked
your marked police vehicle on top of the bridge from where it
would be clearly visible from BOTH directions. BINGO!! Every
approaching motorist would see you from far away and guess
what? They would all slow down and stick to the speed limit. Isn't
that the aim, or do you have ulterior motives that have nothing to do
with the job the public pay you for?
Incidentally, while you were hiding under the bridge, did you
perhaps hear the rumbling noise of the numerous heavy duty
vehicles illegally passing through our village or would that be too
much to ask of our overworked and highly respected traffic department. Smile, you're on candid camera!

caused us to rethink our use of it.
We have been folding 1150

Thomas remembered
Thomas the Henley Hobo was his facebook title and the page
included the photo below by Laurel Heritage. He worked outside
Vasco's Centre where he begged
for food and money, the latter
obviously often spent on booze.
Anybody who ever shopped at
the Centre could not fail to
notice him. He lived in Marlowe
Road in the middle of an open
stand. Nobody seems to
remember when he first arrived
in Henley but there are rumours
that he had rich family in
Sandton/KZN/Sebokeng who
periodically brought him to
their homes but he always
returned to Henley. There are
also rumours that he once had a
good job at the mine and wore
white suits.
On 14 November it was
obvious that he was unwell as he was lying on the pavement
opposite the shops. Lucille Buckle of Henley Hardware took him
some water and called an ambulance but it arrived too late to save
him. She remembers him this way: “Thomas was a happy guy
always ready for a laugh and always had a smile for everyone. I
remember how he used to dance and clap looking at the sky waiting
for the rain. One evening, when Barefoods was still open, (It was in
the winter so it was cold) he joined the crowd of people sitting
around the fire outside the restaurant and he was offering them fish
from the can even though it was the last can he had. I most

remember chasing him away from the front of the shop when he
was drinking his beer, or shake shake, then he used to offer me
some of his beer, or shake shake. I also remember sitting outside
the shop, having a smoke, just lighting it up and there is Thomas
clapping his hands and smiling asking me for the cigarette I've just
lit up”
Rita Avnit of Kingsway Estate remembers an incident when she
sent her daughter out to pick up the litter and Thomas intervened
saying this was not work for a white girl and he picked up the litter
refusing any payment.
Michael Gomes writes “It was my friend, Jodie Maxted and I
who originally set up the Facebook page. We basically started it to
see what kind of reaction we'd get from the community, but we
never really expected it would become quite so popular. Thomas's
page is still receiving friend requests and the current total is 636.
His friends range from people who currently live in Henley, to
people who used to live there many years ago and were thrilled to
see how he was doing, to people who had never even heard of him
but loved the concept. The page was featured in both an English
and an Afrikaans newspaper, and was even talked about on some of
the local radio stations. The English article was featured as a
comprehension in one of my friend's exam papers in Durban. We
even received mail from people from
the UK, that's how far it spread.
Thomas got quite a lot of attention
after that, a lot more people were
stopping and talking to him now
instead of shooing him away, some
even taking photos with him, making
sure he had food, or warm clothes
and so on.

memorial (right) was created.

Build Up Programme: Door to Door Campaign
On Friday 7 November 2014 at about 10:00,

Prevention, Youth Desk, Midvaal Municipality,
Department of Health, Agape, CRDC, Kanelani,
Alpha Trauma Meyerton SAPS, Meyerton
Speaker's Office, Men and Woman's Forum, Social
Development and Ward based HIV and AIDS held a door to door
campaign for build-up
programme for 16 days of
activism.
The main purpose of the
event was to raise awareness
on the projects that will be
presented for 16 days of
activism. Pamphlets on
Drugs, Health issues,
Domestic violence were
handed out at Meyerton Park, Sicelo Extension 4 and 5 as well as in

ELECTRICITY ACCOUNTS IN MIDVAAL
All Midvaal residents should please be aware that the
municipality will be disconnecting water and electricity during
December for any accounts that are not up to date. Kindly
ensure that all accounts are paid by 7 December 2014 - NO
reconnections will be done from 24 December 2014 until 5
January 2015, as the Council will closed during this period.
Closure of Council Offices over the Festive Period
Please note that the Council offices will be closed from 12:00
on Wednesday, 24 December 2014, and will re-open on
Monday, 5 January 2015.
During this period:
Pre-paid water can be purchased from Midvaal's Fire
Department on weekdays, excluding public holidays.
Pre-paid electricity can be purchased from Checkers and
Pick 'n Pay during their operating hours.

Christmas Dog Food Drop
We are sure everyone is looking forward to Christmas, but, as
always, there are others less fortunate than us and at the bottom of
the list is often the animals of poor people. We have decided to
assist Vanessa Geffen with her collection for Piel's Farm and we
will be co-ordinating our efforts over Christmas. We appeal to all of
you to please help us to make it possible to feed these dogs in
December.

or get friends and family to do so, we are happy to arrange
collection, or set up a central collection point, depending on where

American Council of Young Political Leaders visits Midvaal
On Friday, 14 November 2014, the American Council of Young Political Leaders visited Midvaal Local Municipality for a networking
session with Executive Mayor, Councillor Bongani Baloyi. The American Council of Young Political Leaders designs, organises and
manages unique international exchange activities for young political leaders worldwide. The programmes are designed to promote mutual
understanding, respect, and friendship and to cultivate long-lasting relationships among young people who are leaders and policy-makers
in their respective areas.
The Executive Mayor shared information about Midvaal, and the South African political system, before taking the group on a tour of
Sicelo and Meyerton, to show them housing development projects, libraries and sports field, and the general community. The delegation
was intrigued by various aspects of local government operations in SA, and the two groups shared valuable information on the different
ways in which the systems operate in their respective municipalities, and some of the reasons why.
“Opportunities to network with international guests are always incredibly valuable to us”, said Mayor Baloyi. “We have a lot to learn
from other systems, but it is also satisfying to realise that we are doing many things very well in our own Council, and that we have
constructive advice to share with people from other countries and other political systems”.

sure that your gates are closed before going to bed and
acknowledge an identified patroller's attempt to establish your
wellbeing and identity in a friendly rather than aggressive manner.
He or she is only trying to help and protect you. The occasional
spotlight accidently shone into your window while trying to
inspect the open ground next to your home should be viewed with
appreciation rather than complaint. The difference between
assistance and harassment can usually be distinguished by the good
or bad intent of the recipient thereof. The guilty always try to
redirect the problem onto their innocent enemy.
Come on Henleyites, get with the program and join at least one of
Henley's crime prevention groups. Help us to help you!
While the majority of Henleyites sit at home enjoying their
favourite TV program or sleeping peacefully in their cosy beds,
there are a number of individuals out there on the dark streets and
open ground areas of Henley, listening to and watching everything
that is going on. Some are just waiting for the right opportunity to
strike at unsuspecting residents and steal whatever they can before
making a swift getaway and then, the others, who are trying to
prevent them from performing these criminal acts by patrolling the
streets in vehicles or on foot. The latter is made up of armed response personnel from professional security companies, as well as a
number of Henley citizens who volunteer their time, fuel and
money to protect the village by means of visible and sometimes invisible policing activities. If that makes the rest of you complacent

A snippet of history
Poetry at Kliphouse
An extract from the Midvaal Arts news letter
The book, I Alone by Edith Kidson , is a remarkable and emotional
story of a young girl who would eventually settle at Henley on Klip.
Miss Edith Laura Pickering, came from England to South Africa in
1876 aboard the Windsor Castle. The captain of the ship was
horrified when he heard that this 19 year old was without a protector, and offered to pay her fare back to England. Edith told him
she had run away from home, and had been offered a post in Pietermaritzburg as a governess by a woman she had met in England.
After her arrival in Pietermaritzburg she was treated like a servant
by her employer, and soon found new employment with two other
couples. One day she fainted, and doctors advised her to go to a farm
to recuperate. A Mrs. Kelly offered to take care of her until she
recovered. Edith was 22 years old when she met and married Mrs
Kelly's son, Fred, who was also known as Fennings Kidson. He was
not fond of Natal, so they trekked to the Transvaal where they bought
a farm. Edith had her first baby on the Magalies River in Pretoria.
The book describes her remarkable life.
At the end of the Anglo Boer War they found that their house
which they had left because of the war had been burnt down. Fred
heard there was land for sale at Henley on Klip. They bought a piece
of land on the river and built a large house on it and named it Tilham,
next to the Assembly of God in Regatta Road. It has since been
extended a number of times and renovated.
Edith dedicated a chapter to The Klip in Flood, which was
possibly the 1917 flood. Another chapter is headed The New Bridge
at Henley. Edith Kidson describes the building of the bridge which
crosses the main road to Heidelberg. This bridge was constructed at
the Zoudt Drift and named the Kidson Bridge.
Fennings Kidson died in Henley on Klip and, but, at his request,

Members of the Discussion group were treated recently to a
rendition of poetry by Sindiswa Koti, a 21 year old sociology and
psychology major at NWU at Vanderbijl campus. Lynda Parsonson
had heard her on a previous occasion and was sure her colleagues in
the group would appreciate Sindi as much as she did and they all
agreed with her. Here is a talent that we are sure we will see and
hear more of.

Nearly all English words are natural developments of languages
that arrived with invaders, such as: Latin (Julius Caesar),
Germanic languages (with Angles and Saxons), Scandinavian
languages (with the Vikings) and French (with William the
Conqueror).
However, there are many which are invented by clever people
(e.g. Google and Skype). The cleverest of all must be Shakespeare
who coined thousands of words and phrases, language dreamt up in
