everything from accessing Enterprise Zone
incentives, sources of funding, support for

Tailored incentives
Every business is different and requires
tailored market solutions for growth.
We offer a range of incentives to make
your move to an Enterprise Zone as
straightforward and as rewarding as
possible.
Support
With our own devolved Government,
here in Wales we can give you easy
access to decision makers to fast track
your location to an Enterprise Zone.
Business Rates Scheme
Support may be available under a
discretionary Business Rates Scheme
focused on SMEs in the zone that are
new starts or increasing the size of their
workforce. If your business qualifies, you
pay Business Rates as normal and claim
rebates through the Scheme. You will
receive £55,000 (the cap on the Scheme
per annum) or the business rates paid;
whichever is lowest.
Enhanced Capital Allowances
The HM Treasury offers Enhanced Capital
Allowances (ECAs) at certain sites within
a number of designated Enterprise Zones
across the UK where there is a strong
focus on manufacturing. Introduced in the
2012 Finance Act, ECAs enable businesses
to claim a 100% first year allowance for the
cost of investment in plant and equipment
made before 31 March 2020.
Within Wales, ECAs are available within
designated areas at Deeside, Ebbw Vale
and Haven Waterway Enterprise Zones.

• If you’re locating to Wales from another
country, you could have 10-50% of your
capital expenditure and associated
revenue met through nonrepayable
finance.
• If you’re a new start or a growing
businesses already within Wales and
operating within one of our priority
business sectors, you could take out
repayable finance, giving your business
capital for growth.
• If your business operates within one of
our priority business sectors, you may
also be able to receive other types of
nonrepayable funding.
Funding
Whether you’re moving to Wales or you’re
already based here, you can call on a range
of competitive finance packages (subject
to eligibility). We’ll talk you through all
the options.
• If you’re leading the way in a particular
field, we offer Funding for Innovation.
For instance, Innovation Vouchers
(worth up to £25,000 in a 12 month
period), SMARTCymru Research,
Development & Innovation funding
(non-repayable financial assistance),
and additional funding from sources
such as the UK and European Research
and Development funding schemes.
• W
e also offer financial help for you to
use to enhance your workforce skills,
develop ICT and e-Business or trade in
overseas markets.
• Y
ou’ll also be able to take advantage of
commercial finance from a range of
institutions such as Finance Wales.
Finance Wales backs Welsh small and
medium-sized businesses (SMEs)
providing debt, equity and mezzanine
investments of between £1,000 and
£2 million at a time. SMEs located in
Welsh Enterprise Zones can benefit from
a two per cent reduction in the interest
rates charged on new loans.

Seventy new apprenticeships in
engineering and construction are
being supported across North West
Wales through a funding boost of
almost £900,000 from the Welsh
Government:

produced at Broughton are flown
out in Airbus Beluga planes with the

Tata Steel, Toyota and UPM. Advanced
manufacturing is in Deeside’s DNA, with
the development of innovative new
materials and cutting-edge research taking
place at Airbus’s Composites Centre, as
well as the Sustainable Building Envelope
Centre being pioneered by Tata Steel.
There are also plans to develop an
Advanced Manufacturing Centre and Park,
which will become a world-leading facility
for harnessing new technologies and
developing the engineers and technicians
to apply them.

Deeside Enterprise Zone
An engine for regeneration
and sustainable growth.
Ready for business
The Enterprise Zone covers over 4,942
acres (2,000 hectares), with a large choice
of high quality buildings and land ready for
a range of purposes. There’s a responsive
planning system in place able to deal with
major, complex projects.
A key site in the zone is the 500 acre
(200 hectare) Northern Gateway, the
largest private sector-led development in
North Wales and North West of England.
The site is ready for business, with
planning permission granted and £70m
of Enhanced Capital Allowances available.
With Deeside’s heritage of innovative
manufacturing, the workforce is highly
skilled and motivated. The area is also well
placed strategically, with easy access to
Ireland, the Midlands and the North West.

Capital’ of the UK, supplying around
30% of the country’s energy supplies
and contributing over £2 billion a
year to the Treasury.

• Wales’
first commercial solar farm at
Rhosygilwen.
The area is also host to Europe’s largest
and most efficient Combined Cycle Gas
Turbine (CCGT). The facility can provide
more than enough electricity to supply
every home in Wales. Tidal Energy Ltd will
also soon be deploying the first Tidal Flow
device in Wales in Ramsey Sound.

Enterprise Zone
Amid the Snowdonia National Park’s
famous lakes and mountains lies
Snowdonia Enterprise Zone, home
to two strategic sites – the former
Trawsfynydd Power station site, and
the nearby Llanbedr Aviation Centre
& Enterprise Park.
The Trawsfynydd site offers a unique
Data Centre location and potential for
low carbon energy developments given
its exceptional energy grid infrastructure
while Llanbedr is now operational as
a preferred location for large RPAS
(Remotely Piloted Aircraft Systems) testing
and evaluation.
With just one owner across the whole site,
Trawsfynydd has a nationally important
energy infrastructure, advanced security
and a specialist skilled workforce.
Trawsfynydd has all the necessary
infrastructure in place for low carbon
energy developments and in tandem with
other nearby substations, this delivers a
resilient power supply from local wind
and hydroelectric installations, as well as
power from the Grid.
The site is also ideal for ICT/digital
enterprises, and offers some of the
attributes required to become a preferred
data centre location. With a secure,
resilient and diverse supply of green
energy, it could enhance the green
credentials of any data centre operator.

Snowdonia Enterprise Zone
The Natural Choice for Business.
The 1,200 acre (485 hectare) lake on
the site feeds the nearby Maentwrog
hydroelectric station which generates
30MW of power, and Snowdonia is home
to one of Europe’s largest underground
pumped storage power stations, Electric
Mountain. Snowdonia’s fresh mountain air
can also provide huge savings on cooling.
Llanbedr Aviation Centre and Enterprise
Park covers 563 acres and includes a
number of buildings suitable for aviation
and related activities. Three runways
(7,500ft, 4500ft and 4,300ft) sit alongside
a dedicated air traffic centre within a
security compound. The long-term
strategic vision for Llanbedr is linked to the
RPAS sector, and the area is unique in
offering RPAS businesses the opportunity
to test, evaluate and demonstrate systems
for a range of customers.
With access to the world’s first segregated
airspace for RPAS, the airfield already has
a hangar/campaign facility, and has been
granted an unrestricted certificate of
lawful use for the testing of unmanned
aerial vehicles, as well as the testing of
Remotely Piloted Aircraft Systems.
The site has also been shortlisted as one
of eight preferred locations for the UK
Spaceport.

St Athan – Cardiff Airport Enterprise Zone

Cardiff Airport is also part of the
Enterprise Zone and offers air travel
to a number of short and long haul

runway can accommodate all
generations of aircraft, and collaboration
with Central Cardiff Enterprise Zone
will ensure the airport has potential for
future business travel growth.

he Welsh Government is committed
to investing in airport infrastructure to
accommodate the needs of MRO
operators.

and facilities are available for MRO
operators and supply chain operators
complementary to British Airways
Maintenance, Cardiff (BAMC).
The proximity of the airport and runway are
ideal for the fast movement of aerospace
parts, as well as storage and salvage, cargo

The Gateway Development zone includes
potential development land close to Cardiff
airport.

at the concept stage, there
are plans to create an airport city,
