This is a direct recruitment and the successful candidate will be offered Special Short Term (Ungraded) contract. This is a request for Curricula / expression of interest for the position of Programme Manager The envisaged length of service for this position is five (5) months with possibility of extension. Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the overall supervision of the Regional Director for Asia and the Pacific and direct supervision of Chief of Mission (CoM) in Bangladesh, and with the technical support of relevant thematic experts based in the Regional Office (RO) for Asia in Bangkok, the successful candidate will be responsible for managing the coordination and capacity building components of the programme in particular and be accountable for the general oversight and supervision of the entire Cox’s Bazar operations. All activities will be carried out in coordination with the relevant departments in the Mission, Headquarters, and the RO and relevant partners. Core Functions / Responsibilities: 1. Plan, implement, monitor and evaluate the administrative and operational activities of Cox’s Bazar Programme in close coordination with the relevant units. Page 1 / 4 2. Ensure timely and effective implementation of coordination and capacity building activities with respective implementing partners, in accordance with the project proposal and other relevant project documents. 3. Create, deploy and periodically fine-tune all programmatic activities, including database management and procurement. Ensure coordination across all departments to achieve the program objectives and supervise all in-country international and national staff related to Cox’s Bazar operations. 4. Maintain a high degree of liaison and coordination with all relevant stakeholders (members of the National and District Task Forces, development partners/donors, UN agencies, local and international NGOs) with an interest in the implementation of the National Strategy on UMN. 5. Oversee the preparation of - periodic donor reports on programme delivery, including interim and final reports on budgetary expenditure and results, including from the International NGO partners. 6. Guide the reporting/communication unit on donor updates, donor reports, newsletters, etc. as needed. 7. Oversee all information management tools required to track service delivery and identify gaps including reports, mapping, spreadsheets, and others as required. 8. Initiate and maintain close collaboration and continue dialogue with relevant stakeholders such as government entities (e.g. health, environment, social welfare, etc.), UN agencies including Health, WASH and other cluster partners, Red Crescent networks, international NGOs to enhance programme’s effectiveness and avoid duplication. 9. Provide programmatic supervision and guidance to project personnel/teams. 10. Identify and develop new programme/ project opportunities consistent with expressed government needs, IOM’s mandate and strategy in Bangladesh; on this basis, support in the development of proposals and follow up on submission to donors. 11. Represent the organization in any setting as determined by Chief of Mission, including in donor briefings, visits to project sites and media presentations. 12. Monitor the budget and propose corrective measures in coordination with the Mission’s Resource Management Officer (RMO), CoM and the RO. 13. Assist in organizing the collection, processing, analysis, and documentation of project data including dissemination of effective practice materials. Ensure a systematic approach in data handling in coordination with RO and HQ thematic specialists within the framework of IOM confidentiality and data protection guidelines. 14. Ensure the integration of cross-cutting issues including, inter alia, gender, children, age, and environment. Ensure that these issues are considered during the programme response Undertake duty travel relating to project activities, as required. 15. Required Qualifications and Experience Education Master's degree in Social Sciences, International Relations, Political Science, Business or Public Administration or a related field from an accredited academic institution with eight years of relevant professional experience; or University degree in the above fields with ten years of relevant professional experience. Experience Experience in the areas of migration management, humanitarian service delivery and information management Demonstrated experience in development, implementation, analysis and evaluation of coordination and information Management activities Demonstrated experience in programme management including budget planning and monitoring Demonstrated supervisory experience in staff management. Languages Fluency in English is required.
