REQUIREMENTS: An appropriate Bachelor’s degree or equivalent recognized qualifi cati on
in Supply Chain Management/ Financial Accounti ng. Sound understanding and knowledge
of PFMA, Treasury Regulati ons, PPPFA, SCM and other relevant fi nancial and educati onal
legislati on. Knowledge of BAUD System, SAP, BAS and PERSAL. Knowledge of supply chain,
logisti cs & fi nancial accounti ng systems. Ability to conduct fi nancial analysis and communicate
eff ecti vely at executi ve level.
DUTIES: Analyse legislati ve, good governance and imperati ves with a view to develop and
facilitate the implementati on of transversal SCM and Financial Accounti ng policies and
practi ces. Provide a provincial wide fi nancial asset and liability services to the Department.
Ensure that accounti ng records are maintained in accordance with GRAP. Parti cipate in the
preparati on of Annual Financial Statements and clear all audit queries for the Department.
Ensure an effi cient, eff ecti ve and economical accounts payable process by reducing payment
turnaround ti mes. Ensure ti meous reconciliati ons between BAS and Persal, Bank, etc. Develop
and ensure the implementati on of Debt management and Revenue collecti on strategies.
Manage Service Level Agreement with GDF (Gauteng Department of Finance) and other
agencies of the departments. Ensure the eff ecti ve, effi cient and economical management and
uti lizati on of resources allocated to the Chief Directorate. Ensure achievement of BBBEE and
other targets set by the department.

A requirement for all management posts is competencies in strategic capability and
leadership, change management, policy development and analysis, project management,
knowledge management, service delivery innovati on, problem solving and analyti cal skills,
client orientati on & customer focus, fi nancial management and people’s management &
empowerment. Relevant management experience. Computer literacy, good writt en and
verbal communicati on skills. Knowledge of relevant legislati ve frameworks will be an added
advantage. Selecti on process will include panel interviews, competency assessment,
qualifi cati on verifi cati on and reference checking. Candidates for selected positi ons will be
subject to security clearance procedures.
