MANIPUR/NE NEWS IMPHAL, MONDAY 10 NOVEMBER, 2014 Legal Service day cum one day Legal Awareness Programmes held KISG and KSO demand clarification from PHED EE Kangpokpi IMPHAL, Nov 9 The Kuki Inpi, Saikul Gamkai (KISG) and Kuki Students’ Organisation (KSO), Saikul block on Saturday, during a press meet, has demanded clarification from Ningombam Gambhir Singh, Executive Engineer, PHED Kangpokpi over a notice issued by him, at the earliest. According to KISG president Thangkam Lupheng, the executive engineer of PHED, Kangpokpi, Gambhir Singh, issued an order, published in local newspapers, stating that CHANDEL/JIRI, Nov 9 Chandel observed Legal Services Day with an awareness programme at Japhou Bazar Indoor stadium today. Chief Judicial Magistrate/ Civil Judge Divn W Tonen Meitei who is also a secretary of the District Legal Services Authority presided over the function. Chandel District Bar Association president Rt Rebirthson, advocate, Maha Area Chiefs’ Association president Sng Lumdil and NSUC president Sr Joningam were the guests of honour of the function. Speaking at the occasion, CJM W Tonen said any woman, either ST/SC, rape victim or any victim and families whose annual income is upto Rs 1 lakh can secure the benefit of free legal aid through Manipur Legal Services Authority Act 1987 as well as Para Legal Volunteers (PLV). Manipur Legal Services Authority Act 1987 came into practice from November 9, 1995 after it was amended in 1994. The Magistrate further highlighted the principles of National Lok Adalat and its procedure during his speech. Chandel District Bar Association president RT Rebirthson later spoke on the topic ‘Life and Liberty Under the Constitution of India and its Value.’ The observation, organized jointly by District Legal Services Authority Chandel, Para Legal Volunteers and Chandel District Bar Association, was attended by about 150 people including student leaders, chiefs and Chandel police personnel. Meanwhile, District Legal Service Authority, Imphal East, Jiribam sub-division also organised 'Observance of National Legal Services Day cum one day Legal Awareness Programme on Lok Adalat, Right to Information Act and Arrest and Detention' today at the auditorium of Jiribam Government Higher Secondary School. The programme was graced by S Maniton Singh, general secretary, Senior Citizens Society, Jiribam and Lamkholal Kipgen, Civil Judge, Jr division, Jiribam as chief guest and president respectively. Advocate I Inaobi Devi delivered the welcome cum keynote address of today's function. Resource persons advocate KB Roy, advocate L Romen Singh and advocate S Gopendra Singh spoke on the topic "Right to Information", "Lok Adalat" and "Arrest and Detention" respectively. Invitee H Rajenkumar Singh, lecturer, Jiribam Government Higher Secondary School, elaborated on the objectives behind the observation. DIMAPUR, Nov 9 : Naga Peoples’ Movement for Human Rights (NPMHR) secretary general Neingulo Krome recounted his experience at the inaugural session of the International Conference on Gender, Empowerment and Conflict in South Asia on “Women in Peace : Men’s Voice” on November 6, at Kolkota, organized by Calcutta Research Group & Peace Research Institute, Oslo. The human rights activist also lauded Irom Sharmila at the event. The NPMHR leader said that thirteen years ago, on August 14, 2001, when the Government of India made a “U-turn” on the question of ceasefire coverage area “without territorial limits”, thousands of Naga women formed a human-chain on the National Highway, dressed in their traditional attires, simply in a manner of saying that “peace should be everywhere and not confined to territorial limits”. The Assam Rifles personnel rose to the occasion likewise and dressed in civvies, wrapped with Naga shawls and jackets too came to the highway and started disturbing and disrupting the human-chain, Krome said. He also stated that some of the community leaders informed him about this disturbing development and asked him what to do as they feared the worst may happen. “I said I am coming, just keep things under control, even though it was just to show solidarity and to see things with my own eyes and to be with them and share my physical presence as an encouragement even if it may mean nothing," Krome said. "So I along with a friend and a journalist rushed up from Kohima to request the army not to disturb the peaceful conduct of the human-chain,” Krome further added. On reaching the spot at Tadubi, he saw a tall man (who I later came to know was Captain KK Sharma, Commander of the 3rd Assam Rifles outpost at Tadubi) in the middle of the road surrounded by community leaders who were pleading with him. On the side of the road and above the road, Krome said he saw few Assam Rifles personnel in civvies hiding their guns under the shawls and jackets with the gun barrels sticking out. “I quickly took out my camera and took a few photo shots for evidence as I proceeded towards the man in the middle of the road who I was told was the person in command. Alas! Instead of me going over to meet him, he had already come over to me and was clawing at my hands trying to snatch my camera away from my hand resulting in the breaking of my camera lens cover as his finger nails tore into the skins of my hand.” According to Neingulo Krome, when he resisted and fought back, the security officer drew out his pistol from the holster to shoot him. “But before he could point his gun at me, about half a dozen women leaders had already surrounded him and grabbed him from all corners pinning his arms and the pistol to his body. "I took that opportunity to quickly run back and jumped into my car even as one of the Assam Rifles personnel in civvies took out his AK 47 and fired a shot in the air which brought dozens of fully uniformed and armed personnel of Assam Rifles out of nowhere, marching towards me quickly as I started the car and raced off even as the Assam Rifles personnel started firing after my running car. "I escaped but three people got injured in the firing from the bullets which missed me. If it were not for those cou- rageous women making peace I would not be here today. In such a situation where women are making peace and saving lives, how should the voice of a man who owes his life to women in peace sound like ? And I want to say that I have maximized this occasion to share this story for the record and to say “thank you” to those women whose identity I do not know till date but will remember them for all times to come,” the NPMHR leader narrated. Krome said the episode which he just shared is about one man whose life was saved by a conglomeration of women. Referring to Irom Sharmila, the NPMHR leader asked, “How about one woman who is sacrificing her everything protesting the death of 10 people who were killed under the provisions of the Armed Forces (Special Powers) Act, and demanding the removal of this Act, and who has probably saved more lives than anyone of us will ever know? “I say this because even if the Act has not been repealed, her protest is certainly serving as a deterrent at least to those sensible commanders and soldiers who are not equally insensitive like the others who are operating under the purview of the Act,” Krome added. “The least the rest of us, men specially, can do in such a situation is to salute the courage of this woman and confess that none of us can do what she is doing although it would have been such an encouragement if people could join her in batches and undertake fasting with her in solidarity even if they do not necessarily fast unto death,” Neingulo Krome said. “So also, whenever there is any stand-off between armed groups, be it village feuds, factional fights, or Government forces with political armed resistance should conduct a spot inspection for the 82 villages personally," KISG added. KSO Saikul block president, Lun Mate who was also present at the press briefing here in Imphal termed the statement made by the EE an 'irresponsible' one which could spark problems between the villagers and the officials of the department. The 82 villages mentioned by the PHED, Kangpokpi EE as “Unfounded Villages” have been enjoying every Government beneficiary schemes including the latest MGNREGS stated Thangkam Lupheng. The student's organisation has therefore demanded immediate clarifications from N Gambhir Singh as to why he defined Saikul Block as “Unfounded Villages”. "Within one week he groups, it is always the women who come in between to defuse tensions and prevent escalations of violence,” he stated. According to him, men’s intervention often only adds fuel to the fire. The methods of peace-making may differ from place to place or the circumstances surrounding the events. But some of the glaring examples can be seen through the naked protest at the Kangla Fort. “So also during the ‘Shiroi siege’ when there was standoff between the security forces and some members of the Naga army which lasted for about a month when water and power supplies to the Naga army camp were cut off, and the Naga army camp rounded with electrified barbed wires with impending gun-battle looming large, the women folks stood their ground in between the two forces and compelled them to ultimately withdraw,” he further narrated. Similarly, there are so many instances where women in hundreds had to physically chase away gun-wielding armed groups in several parts of Nagaland over the years. “Therefore, I entirely agree with Prof Gogoi when he said that women become active agents of change by negotiating peace and also by fighting violently for peace, which I saw in the abstract of the brochure of this conference,” Krome said. “Therefore, men ought to be grateful that women in peace are everywhere in keeping with the saying that since God could not be everywhere all the time He created mothers or read it as women as may be in this case,” the NPMHR leader said. On the other hand, there is an old Naga saying; if there were no peacemakers there will be no war. “Will that also mean if there were no women, men will also stop fighting?,” he asked. Two arrested for 'spying' for Pakistan Ferozepur, Nov 9 : Police today arrested two Madhya Pradesh residents for allegedly spying for Pakistan in Cantonment area here. Shiv Narayan and Arjun, residents of Khukhrian village near Bhopal in Madhya Pradesh, were nabbed from a guest house, Deputy Superintendent of Police, Vibhor Kumar, said. He said that the accused were in "regular touch with their Pakistani friends on Internet". They landed in the police net when the owner of the guest house, where they were staying for the last few days, got suspicious over their antecedents and informed the police, the officer said. The DSP said that the arrested persons had called on a Pakistani number at least 15-20 times. Major poppy destruction drive held IMPHAL, Nov 9: Government agencies carried out a joint operation on November 7 at Lamkang Khunao village, Khunjai Ridge to destroy illicit poppy cultivation with 20 Assam Rifles of 26 Sector under the aegis of Hqs IGAR (S) providing incidental security to the Government officials conducting the operation. A joint team of NBC, NAB, Forest Department, Exercise and Taxation Department and Manipur police destroyed an 88 acre of poppy cultivation with an estimated yield of 1760 kg worth Rs 14.08 crore (approximately) in illicit market by burning the whole field down. Poppy are used for extracting morphine to make heroin base which would be refined into brown sugar and heroin No 4. The money generated through this cultivation are used for funding and arming various Indian insurgent groups to destroy the tranquility of the region, a statement issued by IGAR (S) PRO informed. 6th NE Rider's meet flagged off IMPHAL, Nov 9: The Bike rally from Imphal to Moreh on the second day of the 6th North East Rider's Meet was flagged off by Colonel Anil M Verghese, Commandant 20 Assam Rifles of 26 sector under the aegis of Hqs IGAR (S) yesterday. Around 300 Royal Enfield motor cyclists participated in the rally.
