The Treatment Plant Process Operator – Water performs highly skilled operational and maintenance work of a complex nature under the limited supervision of the Utility Services Supervisor – Treatment Facilities or Chief Operator – Water Treatment. Work involves providing highly technical advice and consultation to the Supervisor and Chief Operator in order to ensure that the treated water produced by the plant meets or exceeds all regulatory requirements. The incumbent monitors and interprets all water treatment processes, meters, and control panels to observe and report variations in operating conditions. He/she communicates and seeks input on research and process improvement strategies with operations staff and reviews and prepares detailed electronic reports detailing plant process improvements. The incumbent requires the ability to make major process decisions and exercise considerable independence of judgment. The incumbent is responsible for providing advice and guidance to internal staff, preparing operational policies and procedures and for assisting in the training of new operators. The successful applicant will possess the following qualifications: Related Sciences degree with focus on the water treatment industry and five years’ progressive experience in education or research related process optimization projects pertaining to water treatment processes; OR Completion of EOCP Water Treatment Level IV and minimum five years' previous relevant related experience in a Class IV Water Treatment Facility; Completion of post-secondary courses in Advanced word processing, spreadsheet applications and presentation software; and Valid BC Driver's Licence - Class 5. This unionized position pays $32.25/hour* and the hours of work are non-normal with rotational shift work required. The incumbent monitors and interprets all water treatment processes, meters, and control panels to observe and report variations in operating conditions. He/she communicates and seeks input on research and process improvement strategies with operations staff and reviews and prepares detailed electronic reports detailing plant process improvements. The incumbent requires the ability to make major process decisions and exercise considerable independence of judgment. The job involves continuous exposure to plant noise and to chemicals used in water treatment. The incumbent is responsible for providing advice and guidance to internal staff, preparing operational policies and procedures and for assisting in the training of new operators. Internal and external contacts require courtesy, tact, and diplomacy when dealing with other City staff and providing plant tours for the general public. ILLUSTRATIVE EXAMPLES OF WORK 1. Monitors all SCADA systems through observation of gauges, meters, and control panels to ensure proper plant operation, maintaining control of flow, chemical feed rates, processing of residuals, and treated water distribution. 2. Visually inspects plant equipment daily and reviews process data to ensure proper functioning, troubleshoots sophisticated control systems, and recommends corrective action when required. 3. Compiles process data, prepares electronic reports, and completes logs detailing plant operation, ensuring accurate completion of operational, maintenance, lab, and other records necessary to ensure all approval and minimum plant process requirements are met. 4. Optimizes various treatment processes and associated mechanical and process equipment. 5. Sets up and maintains all computerized reporting systems. 6. Communicates and seeks input on research and process improvement strategies with operations staff. 7. Conducts daily laboratory review and performs numerous complex calculations related to water treatment. 8. Assists the Treatment Plant Process Operator – Wastewater when required on technical projects. Required to assist in the training and technical education of new and existing plant operations staff. 9. Provides short term coverage of unexpected operator vacancies (e.g. illness, etc.) and may fill in for the Chief Operator as required. 10. Monitors process performance and initiates membrane filter repairs as necessary. 11. Assists in the training and technical education of new operators and other water plant staff and ensures by written and verbal communication that administrative and maintenance personnel are kept informed regarding the plant's operational and mechanical status. 12. Maintains and oversees in-house safety programs and safety training records and ensures that safe work practices and occupational health and safety guidelines are adhered to for the staff and visitors. 13. Promotes awareness of environmental issues for the general public and conducts tours of the plant. 14. Acts as a liaison with the university with respect to water and wastewater program students. 15. Performs related duties as required. REQUIRED SKILLS, ABILITIES, AND KNOWLEDGE 1. Thorough demonstrated knowledge in the methods, practices, and procedures related to water treatment operation and associated regulatory requirements. 2. Thorough knowledge of plant heating, ventilation, electrical, and instrumentation control systems. 3. Advanced knowledge of computer spreadsheet software (Microsoft Excel) and word processing applications. 4. Thorough knowledge of the principles of biology, chemistry, and hydrology that relate to water treatment. 5. Working knowledge of the safe operation and maintenance of all plant vehicles, equipment, and power tools. 6. Thorough knowledge of applicable safety regulations, standards, policies, and procedures. 7. Knowledge of British Columbia regulations, Interior Health Authority operating permits, and City policies. 8. Ability to establish and maintain effective working relationships with others. 9.
