TA man killed
One Territorial Army personnel was killed when the 165
Territorial Army, A Company
post at Koirengei (old airfield),
Imphal East district under
Heingang police station was attacked by some unidentified
persons with a hand grenade at
around 8.10 last night.
The grenade explosion
wounded Lance Naik Jagga
Singh of 107 Engineer Regiment and he was immediately
rushed to Red Shield Hospital Leimakhong but doctors
there declared him brought
dead.
Another Chinese hand grenade was found at the blast
site this morning.
The dead body of the
Lance Naik has been handed
over to relevant authority of
the TA after post mortem at
JNIMS.
Meanwhile, a case has
been registered at Heingang
police station in connection
with the attack.
LJP clarifies
With reference to a news report,
which appeared in some newspapers regarding a petition
seeking disqualification of
Langthabal AC MLA Karam
Shyam, Lok Janshakti Party,
Manipur State Council has
clarified that Kh Vimal is not a
member of the party. A press
release issued by the general
secretary of the party cautioned
all concerned not to indulge in
such misleading acts in future.
Blast at Ukhrul
Unidentified miscreants triggered a blast near the building
of a private bank, NEFIC/
RISFORD at Hamleikhong in
Ukhrul here tonight around
7.50, reports our correspondent.
However, no casualty has
been reported. The blast was
suspected to be a low intensity IED. A small crater was
caused by the blast.
Police had not arrived at
the scene at the time of filing
this report.
Nungsai VA decries
The Nungsai Village Authority, Khoupum subdivision,
Tamenglong district has
strongly condemned the burning down of one JCB/excavator
and a bull dozer engaged in construction of JoujangtekRengpang road in the night of
Nov 1.
A statement issued by the
VA also urged all concerned
to obtain the permission and
approval of the VA for any
kind of work to be undertaken in the area.
UDNA resents
The Ukhrul District NGO’s
Alliance for Health (UDNA)
has expressed resentment over
awarding of TI project to a nonexistent NGO, Centre for Development Activities (CDA) in
respect of Ukhrul district, our
Ukhrul correspondent reports.
MACS has granted the TI
project to CDA in November
2013.
In the meantime, AMADA
and UDNA drafted a joint

ally Akali Dal's lone MLA,
has 29 legislators and would
have required support of five

BJP had emerged as the
single largest party in the
December Assembly polls
winning 31 seats but fell four
seats short of a simple majority.
It had refused to form
Government then, saying it
will not resort to any "unfair
means" to take over the reins.

The Union Cabinet has accepted
Lieutenant Governor Najeeb
Jung's report recommending
dissolution of the Delhi
Assembly, paving the way for
holding of fresh polls in the
National capital.
Earlier in the day, ending
the eight-month-long political
uncertainty, Lieutenant Governor Najeeb Jung had
recommended to the President
dissolution of the Delhi Assembly as major players BJP,
AAP and Congress have expressed "inability" to form
Government and preferred
holding of polls.
Delhi has been under
President's Rule since February
after
the
AAP
Government quit after ruling
for 49 days.
Welcoming the Cabinet's
decision, Delhi BJP chief
Satish Upadhyay told media
that the party is ready for
fresh elections.
"We will carry Haryana
and Maharashtra's momentum to Delhi," Satish

the President dissolution of
the Assembly.
The LG held consultations
on Monday with political parties in the wake of the

giving him time till November 11 to explore the
possibility of forming a Government.

IMPHAL, Nov 4: Even as
many loaded oil tankers of IOC
are being parked at Khuman
Lampak Inter State Bus
Terminus (ISBT), none of
them have been following any
safety rules and there is no clear
cut guideline on who would be
held accountable in case any
devastating fire breaks out.
Oil tankers were given
parking space at the incomplete ISBT in the wake of the
then prolonged economic
blockade called by the Sadar
Hills District Demand Committee from August 1 to
October 31 in 2011. Since
then, no fire safety measures
have been taken up.
In case of any accidental

the oil tankers, sources informed.
According to safety rules,
any area where oil tankers are
parked should be declared as

using kerosene stove and
smoke just beside their oil
tankers. This has all the potential to spark a devastating
fire which may raze the ISBT
to ground in addition to

phone by one of the injured
victims of the inferno at
Jaipur oil refinery was cited
as one of the factors for sparking off the devastating fire.
However, all the drivers
and assistants of oil tankers
parked at Khuman Lampak
ISBT use mobile phones even
though no one is allowed to
take along mobile phones
while
going
inside
Chingmeirong oil depot.

Government has been asking
the IOC to remove oil tankers
from the ISBT and give them

Elizabeth was observed today at Little Flower School with her
parents, teachers and students of the school.
Addressing the gathering, Lungnila Elizabeth’s father
Francis Ngajokpa said that since he does not like so many
students missing their classes because of the death anniversary
function, from next year onwards, the death anniversary function would be restricted to only some Sisters and officials of
the school.
The function may be observed together with all the students
and teachers only on silver jubilee or golden jubilee, Francis
Ngajokpa said.
He hailed Little Flower School as one of the best schools
of the State.
The future of not only Manipur but the entire North East
region is in the hands of students, said Francis.
The Minister further exuded hope that numerous students
of the school would become top leaders, administrators, scientists and doctors.
In this highly competitive age, there is no time for idleness.
As such, teachers need to motivate all the students to join the
competition, he added.
Later, the Minister donated some book shelves and books
in the name of Lungnila Elizabeth to the school library.
Francis Ngajokpa further assured that a waiting shed would
be constructed within the school campus.
He also donated a sum of Rs 3 lakh to the school authority.
Education Minister M Okendro remarked that the murder
of Lungnila Elizabeth 11 years back was a spine-chilling crime
which pricked the conscience of every citizen of the State.
Noting that crimes against women and children have been
rising in the State, Okendro highlighted the need for collective
efforts in order to check this social malady.
Lungnila Elizabeth’s mother Eastland Ngajokpa, Little
Flower School Headmistress Martha Hinga and many other
Ministers and MLAs too attended the function.

condemned the alleged attempt of the Government of Manipur to

residence on the pretext of setting up a Sports University.
"While we do not oppose any initiatives to bring development and infrastructure by any agencies, we take strong

over their land and when it will lead to rendering the villagers
homeless and landless, and therefore without their only means

of certain controversies in the
seniority list of Inspectors,
Subedars and Subedar Majors
of Manipur Police, DPC
process for promotion to MPS
Grade-II has been stalled
completely, much to the
annoyance of police personnel
who
are
close
to
superannuation period.
A combined final seniority
list of Inspector of Police
(Civil Police, Legal, Female
and
Motor
Transport),
Subedar Majors and Subedars
were published on August 30
during the period of former
DGP Y Joykumar. Based on
this seniority list, DPC process (for promotion) was
started in June this year.
The list has names of 328
Inspectors, Subedar Majors
and Subedars.
However, as the DPC
process was nearing completion, the present DGP brought
out a combined draft seniority
list of 316 officers on August
12 with an invitation for objections to be submitted by
August 27. This resulted in
serious controversies in the
seniority list of the police
officers.
Two Inspectors listed
against serial numbers 178
and 179 in the first seniority
list jumped to serial number 7
and 20 respectively in the
second seniority list. The new
list gave a remark that the two
Inspectors (Motor Transport)
were brought in front in accordance to a notification
issued by the Department of
Personnel and Administrative
Reforms, Personnel Division
on July 8 this year.

Commercialisation of education decried Ibobi inspects City Convention Centre

commercialisation of educa-

Anil observed that tremendous change has come in the
education sector across the
country.
Many students from poor
economic background have
been deprived of learning
unable to meet the huge
amount of money for their
education.
At the same time, the per-
formance of Govt run schools
and colleges is abysmally
poor.

competition
level among the private institutes in terms of possessing
infrastructure and manpower
is high, the trend is not a
