Context:
Under the overall supervision of the Regional Director for Central and West Africa and under
the direct supervision of the Chief of Mission (CoM) in N’Djamena, and in close coordination
with the Head of Operations based in Nairobi, Kenya, the successful candidate will be
accountable and responsible for the implementation, oversight, and coordination of United
States Refugee Admission Program (USRAP) operational activities. S/he will also manage

resettlement processing and departure activities for third country resettlement programmes
as per respective agreements.
Core Functions / Responsibilities:
1.
Plan, coordinate and implement transportation strategies related to USRAP
operations in Chad, in close coordination with the Office of the Refugee Coordinator,
Refugee Support Center (RSC) for Africa, United Nations High Commissioner for
Refugees (UNHCR), Resettlement and Movement Management Division (RMMD),
IOM Ghana, IOM Kenya Resettlement Hub and IOM New York.
2.
Plan, coordinate and implement transportation strategies related to Global operations
including Third Country Resettlement, Family Reunification, self-payer travel
assistance and Assisted Voluntary Returns in Chad, in close coordination with the
relevant resettlement country Embassies and Project Managers, United Nations High
Commissioner for Refugees (UNHCR), Resettlement and Movement Management
Division (RMMD), IOM Kenya Resettlement Hub and other IOM Missions involved in
the process.
3.
Be responsible for the review, adjustment and endorsement of bills and invoices from
transport contractors, travel agents and airlines prior to payment.
4.
Negotiate with ground transport providers, airlines and travel agents to ensure low
cost, effective, convenient and safe transport of refugees, migrants, IOM staff and
other eligible travellers.
5.
Explore new modalities/options in terms of usage and need of local and global
agreements with transport provider. Negotiate local agreements in close coordination
with the Legal Department and RMMD.
6.
Liaise regularly with the national and local government officials involved in the
resettlement process, particularly in regard to exit documentation.
7.
Keep abreast of all interagency and stakeholder assessments, reports, and other
relevant material and ensure programmatic staff are well informed of the strategic
focus of the Mission and resources that can assist their operations and activities.
8.
Develop Terms of References (TORs), participate in the recruitment of operations
staff and conduct annual staff performance reviews in coordination with national
supervisors.
9.
Monitor and evaluate the entire operations business process, identify areas of
improvement, simplification and enhanced efficiency.
10.
Identify and implement measures to maintain a high level of integrity in the
programmes; explore and propose new project development ideas.
11.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education


Master’s degree in Political or Social Sciences or a related field from an accredited
academic institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional
experience.
Experience




Experience in resettlement operations, particularly in USRAP, Canada and
Australia processing procedures;
Experience in organizing the ground/air movement of refugees, particularly in
remote locations;
Experience in refugee migrations related issues;
Experience in liaising with airlines, government authorities as well as with airport
authorities.
Languages
Fluency in English and French are required. Working knowledge of Arabic an advantage.
