Domestic gas supplies would be liquefied at the proposed plant in Titusville, FL, which is being developed. LNG ultimately would be delivered to customers via truck or rail for transportation and other domestic uses and/or shipped in tanks via container ships to deliver outside the United States.” Reading it made me wonder if it was talking about the same LNG facility, but later in the article it stated the plant was west of U.S. Highway 1 and north of Kings Highway. He explained the following: “The maximum size that was approved by the city is up to 1 million gallons per day, however it could be built smaller depending on the market. Rail cars can hold up to 30,000 gallons or ISO containers up to 10,000 gallons. Depending on where the fuel is shipped, it could go by rail or truck.” I also found on www.prometheusenergy. com/_pdf/LNGQuickFactsDatasheet that one gallon of LNG is equal to 82.6 cubic feet of natural gas, so if the facility will be processing 1 million gallons of LNG, that is 82.6 million cubic feet of natural gas per day, which does add up to 30.2 billion cubic feet per year. Given those numbers, the new LNG facility will have the ability to process 33 rail cars (30,000 gallon) or 100 ISO containers (10,000 gallon) per day, or 12,045 rail cars (30,000 gallon) or 36,500 ISO semi-tanker containers (10,000 gallon) per year. I’m assuming half will be by truck and half by railcar, and if so, 17 railcars a day and 4 semi-tankers entering and leaving per hour. If they can store 5 million gallons on the property at any one time, and still assuming half by rail and half by semi-tanker, that would be 82 tanker railcars and 250 semi-tankers on site of LNG. I had questions concerning whether someone living in Port St. John should expect their home insurance to go up due to living close to an LNG plant and the effect on property values. I have asked a couple of the best insurance agents, who said it should have no impact on our insurance rates. Your rates have more to do with your use of your property (residential or commercial) as opposed to living near any commercial facility. As far property values, we already live between two power plants and an airport, which I’m sure already has some effect. However, the number of foreclosures in the area and what adjacent properties are selling for in your neighborhood has more affect than a facility that will probably be out of sight from most residents. Titusville Police Station and straight across from the entrance door there was a container with a lid with a sign above it indicating the drug drop-off point. I asked why a Deputy had to be called in to make a report at the Barbara Pill BCSO Station (which didn’t surprise me) and they don’t. I received no answer. Subsequently, as I felt uncomfortable, I called the Sheriff’s office, which stated the report was the Sheriff’s policy as they cannot take certain substances (especially liquid), and to document exactly what drugs had been received. I’m sure it is to ensure traceability of any drugs. All are good reasons and I feel the Sheriff’s Office is taking the right action. I think Titusville PD needs to rethink their safety, as I could have dropped off most anything. If the receptionist was asked to get information, anyone could probably pull out any drugs that had been put in the container. Brevard County Building Report January was an excellent month for building in Brevard County. Single family home permits building activity not only went up from the previous month (December had 52 single family home permits), but January had over three times more single family home permits issues since 2008 when the numbers started being recorded on the numbers reported in their monthly report. The average number from 2008 through 2015 is just under 43, and the highest number (besides this year) was in 2013 with 48. Overall construction values were surprisingly high for January, especially when you compare January to previous months. Besides a fluke April in 2009 that had the construction value over $14 million, January’s construction value of $58,999,588 was the highest of any month since 2006. Definitely good news and if it keeps up, at least some in the county should celebrate. As this goes up, it usually means an increase in home values throughout the area. State Congress Against Citizen’s Initiatives What do our State Representatives and Senators have against Florida’s citizens when we exercise our right to amend the state constitution? According to a 02/11/2015 Miami Herald article by Paula Dockery, titled, “Stop stonewalling citizen initiatives,” there seems to be a lot, as our state legislature seems to hate it if we try to amend the constitution instead of them. The article stated the different ways to amend our state Constitution: 1) the Legislature, with a three-fifths vote of both chambers. We then vote on it, with enough numbers (60% now) for the Constitution to be amended. 2) A Citizens’ Initiative, where enough signatures need to be gathered geographically across the state, then requiring the ballot language and title to be reviewed by the Florida Supreme Court. Then we need vote on it with the same 60% margin to make pass it. 3) A Constitution Revision Commission. 4) A Taxation and Budget Review Commission every 20 years, and 5) the rare Constitutional Convention. The Legislature has never liked Citizen’s Initiatives, and besides making it so hard to get through, they also made a constitutional amendment in 2014 requiring 60 % of the voters to pass amendments. Surprisingly that vote only received 58% of the vote, but 60% wasn’t required then, so it passed. Looking back at the Florida’s Citizen’s Initiatives, our legislature has continued to ignore us. The following are what happened according to the article, and seems to be fairly accurate: ▪ Lottery: The Legislature played a shell game of using lottery funds to replace rather than supplement basic education funding. The amendment supporters intended the funds to be used for education enhancements. ▪ High-speed rail: The Legislature dragged its feet on implementation for four years, giving Gov. Jeb Bush time to get the issue back on the ballot for repeal. ▪ Class size: When attempts to place the item back on the ballot for repeal failed, the Legislature got creative with the timing of the counts and the flexibility of counting within the school and then the district rather than the actual classroom. Rolling the class-size reduction funding into the per-pupil spending made it difficult to determine what was spent on class-size versus instruction. “Fair district” amendments for legislative and congressional redistricting were pretty much ignored as the ongoing lawsuits are pointing out. Why do we keep electing representatives who keep ignoring the citizens? Seems our representatives could care less what we think. They may be putting on a show to make us think they care, but….then as they are currently with land conservation, the Legislature is already talking of taking funding from other conservation projects and forcing it all under Amendment 1 to starve documentation stamps from accomplishing what the ballot was intended to achieve. Although Amendment 1 passed by 75% of the vote, and stated 33 percent of documentarystamp revenue would be for new water and land conservation, we now have our Representatives and Senators scheming to make the documentary stamp revenue cover all current projects, so no little finds funds will be available for new water and conservation. Why should they care when they have gotten away with it so many times in the past? As the article states: “The Legislature seems to fast-track initiatives that special-interest groups got on the ballot on their behalf as well as those legislatively initiated, such as parental notification, tax exemptions and higher education governance. And remarkably they seem to be implemented as intended.” What has happened to our government by the people, for the people? What happens when our rights of Ballot Initiatives are ignored time after time, even with a 75% mandate from the people? This is not a party concern. I don’t care what affiliation. This is a matter of honor; to implement what the people have worked so hard and spent a huge amount of money to place on the ballot, and have won through the polls. Even if the initiative is something you personally didn’t agree with, it should be outrageous that the will of the people doesn’t matter to the Legislature. Why in the world do we keep voting the same State Representatives and Senators back into office? Usually, you will receive your W-2’s by the end of January. This is the form that shows your income and taxes withheld from your wages so you can file an accurate tax return. If you haven’t received your form by mid-February, here’s what you should do: Contact your employer. Ask your employer (or former employer) for a copy and be sure they have your correct address. If after Feb. 23 and your employer fails to provide you with a copy, then call the IRS at 800-829-1040. Upon your request, the IRS will send a letter to your employer on your behalf. Provide IRS with your name, address, Social Security number and phone number; your employer’s name, address and phone number; the dates you worked for the employer; and an estimate of your wages and federal income tax withheld in 2014. You may be able to use your final pay stub for these amounts. If acquiring the W-2 has been unsuccessful, then you will use Form 4852, Substitute for Form W-2, Wage and Tax Statement, and estimate your wages and taxes withheld. However, you may not be able to electronically file the return, so a mailed paper return would be required, and expect IRS will need more time to process your return to verify your information. Next, I want to discuss Capital Gains and Losses. When you sell a capital asset, the sale results in a capital gain or loss. A capital asset includes most property you own for personal use or own as an investment. Here are a few facts that you should know about capital gains and losses. Capital Assets: Capital assets include property such as your home or car, as well as investment property, such as stocks and bonds. Gains and Losses: A capital gain or loss is the difference between your basis and the amount you get when you sell an asset. Your basis is usually what you paid for the asset. Deductible Losses: You can deduct capital losses on the sale of investment property. You cannot deduct losses on the sale of property that you hold for personal use. Long and Short Term: Capital gains and losses are either long-term or short-term, depending on how long you held the property. If you held the property for more than one year, your gain or loss is long-term. If you held it one year or less, the gain or loss is short-term. Net Capital Gain: If your long-term gains are more than your long-term losses, the difference between the two is a net long-term capital gain. My husband received a call recently on our home phone from someone claiming to be our grandson, he said he had been arrested for DUI and needed bail money. The person said he would have his lawyer call my husband back and got off the phone. Within 5 minutes a lady with a thick foreign accent called back and said she was from a United Nations organization that helps people get out of jail. She told my husband he could just send her the money and she would help our grandson get out of jail without having to use a Bail Bondsman. My husband asked for more information but could not understand what she was saying so he asked if there was a website he could go to and she said yes then hung up. The caller ID just showed a number 1 and nothing else. I called the jail where he was supposedly arrested and all they could tell me was he was not in jail right now, I went online to the public records and there was no arrest record or mug shot. They advise never give nor acknowledge any kind of information, even something as simple as yes, I have a grandson named… Once again, please be careful of information inadvertently given out on social media. An innocent ‘My granddaughter Belinda is doing so great at Florida State and just loves her new roommate,” can have consequences. If you believe you may be a victim of a scam contact your local law enforcement agency immediately, also this time of year many scams involve taxes or returns. They advise should you receive one of these calls contact the IRS at the same time. Law enforcement will come to your home and take a statement to file a fraud report. Ed. note - I heard a new scam last week from a friend. He was surfing and he had a warning pop up on his screen from Norton (a well respected anti-virus program which he uses). It said he had been attacked by a very dangerous virus and he needed to contact a 1-800 number right away. He did so while his computer screen was locked up with the warning. The “tech support agent” who answered affirmed that it was a very serious virus,then had him go through a few steps to “try to get rid of it the easy way.” That didn’t work, so he asked for remote access to solve the problem. The screen cleared. Then the “agent” told him there was a fee for the service and needed payment before he could disconnect from the computer, and that the virus would remain and destroy his hard drive if payment wasn’t made. Electronic kidnapping, I believe. My friend didn’t pay. As soon as he hung up, the hard drive was erased. Be very careful. Their names will also be entered into the “Worlds Largest Log Book” in Oshkosh, WI. Registration begins at 9 AM and stops at 12 Noon. A Parent or Guardian must accompany the young folks and sign them in at the registration desk, giving the Pilots permission to fly their young ones. The economic damage that would be caused to Martin County alone by high speed trains is beyond calculation. The Martin County tax assessor indicates the ranges of immediate economic damage near the tracks. Taking the midpoint of her range of numbers results in an annual revenue loss of $5,000,000. In ten years, that estimated loss to Martin County alone will be $50,000,000. That shortfall will be paid back by an increase in the tax rate on ALL property owners, not just those near the tracks. Multiply this by the impact in Indian River and St. Lucie County - the Pain of the Train will have lasting toxic impact, high cost and no benefit. A proactive move by the Treasure Coast counties would make perfect economic sense. It would save millions in the long run. The situation in Indian River County and St. Lucie County will be similar. Although the February date has passed, I just wanted you to see that they are taking an aggressive stand to stop the A.A.F. Project. Closer to home, the most recent activity at the Brevard County Commission level concerning A.A.F. took place in November when Commissioners voted 3-2 in a plan that would allow A.A.F. to pursue a private financing plan through what is known as private activity bonds. The Port Authority is funding a feasibility study as to where a train station should be built. Cocoa's close proximity to Port Canaveral and Melbourne's airport would certainly be topics of consideration. Evidently, the Port Authority knows something because A.A.F. continues to say that there is no meeting scheduled for Brevard County. Canaveral Groves Homeowner's Association voted unanimously to award the Good Citizenship Award at Fairglen Elementary School again this school year. The 6th grade teaching team will select one boy and one girl to receive this Award. The Award consists of a Good Citizenship Medallion and a $50.00 gift card. We are excited and pleased to continue this recognition of our outstanding youth. This Award will be part of the Fairglen 2015 Awards recognition ceremony that will probably be held at the school in May. I know that there have been a few home robberies in the last few weeks so now is not the time to let your guard down. Make sure that your vehicles are locked at night and please close your garage doors. Many times success is achieved by removing the temptation from a would be perpetrator. It is sad to say, but you need to keep your doors locked as well, especially if your property is not fenced and you don't own a "junk yard dog." Many of our residents are now using video cameras and that is a great deterrent as well as evidence in achieving a conviction. This is really a sad state of events for us here in the Groves. In talking with Ed Silva, there is a Citizen's Patrol vehicle available to us. It is kept at Station 29 on Canaveral Groves Blvd. If you are interested in volunteering, contact the Brevard County Sherriff's Dept. There is a training course as well as a background check involved if you are interested. I received a call from Mr. David Goetz, who thought I would be interested in an article in the February issue of BoatU.S. magazine. The article, by Nicole Payla Wood, is titled, “This Train Service Won't Amuse Boaters.” She points out that All Aboard Florida will create safety hazards and obstructions for hundreds of boaters needing bridge openings between Miami and Orlando. As many of us know, the A.A.F. Project has been divided into two segments for regulatory and planning purposes. The first segment, or Phase 1, will provide rail service from West Palm Beach to Miami. Phase ll will extend service to Orlando International Airport and, according to Ms. Woods article, they plan on pushing on to con- nect with the Disney Theme Parks. Even though they will be primarily on the current F.E.C. right of way, boaters will have to navigate the navigable waterways with increased numbers of railway closures each day. This will lead to much longer queue lines at the bridges that have traffic issues now. Boats under tow as boaters waiting to clear the bridges will have greater challenges than they already have.
